By executive decree of President Abdelhamid Sharaf, the Federation of Arab States takes full responsibility of the rehabilitation and reconstruction of the newly established Arab Republic of Yemen, who per the Treaty of Riyadh, has joined the Federation of Arab States as the ninth member. The ending of the FAS-Yemen War, which is now to be referred to as the War for Arab Peninsula Unification, produced severe socioeconomic afflictions upon the greater Arab community; however, per the direction of the Federal National Arab Congress (FNAC), these afflictions are to be addressed and resolved with full collective participation of every Arab citizen within the FAS. Understanding this realization, rehabilitation of the Yemen interior is top priority for President Abdelhamid Sharaf.

Addressing the symptoms of Yemeni instability begins with the solidification of stable Yemeni political institutions via dependable democratic principles of elections, the right to assembly and political parties, and representative government accountability to the people. In the process of guaranteeing the development of stable political institutions, FAS President Abdelhamid Sharaf hereby deploys two divisions (12,000) into the Sana'a Governorate to ensure peace and mitigation to security risks as an interim government is established ahead of official political elections. Per the decision of FNAC, the interim government of the Arab Republic of Yemen will be represented in Baghdad as FAS representatives and advisors will be dispatched to Sana'a to oversee institutional development and the formation of proper leadership representative of the Yemeni people.

The objective is clear: the stable unification and inclusion of the Yemeni people in brotherhood and solidarity with their fellow Arabs of the FAS. The establishment of stable political infrastructure will guarantee the development of prosperous economic activity and increases in living standards for the Yemeni people on par with the rising standards of FAS citizens. To guarantee the resolving of the symptoms that produce the weakness of the Yemeni society, including healthcare, education, employment, and security, Yemen must organize the government first. It is determined important to ensure the people of Yemen are not left behind and President Sharaf will ensure this.
