Citizens have the right to speak and to protest freely, limited only by reasonable Gameside (Nationstates, etc.) and OOC moderation.

Citizens have the right to manage their nations without interference, except for caps placed on the number of World Assembly endorsements for the protection of the legal Delegate. This should not be interpreted as carte blanche for intentionally offensive statements in the guise of RP. This section is not to be interpreted to apply to Moderation or Administrative Policies.

Citizens have the right to a fair hearing with the Executive council, or other relevant body, for In Character offenses and grievances.

Citizens have the right to be informed of the reasoning behind any decision to revoke their Citizenship, and shall have the right to appeal that decision with the Executive Council or relevant body. Moderation or Administrative systems may have their own mechanism for appeals.

Citizens can not be required to join the World Assembly or to participate in any intra or extra-regional bodies.

Citizens have the right to stand for any elected government offices for which they qualify.

Citizens have the right to vote in any regional elections for which they qualify.

The right to free association with any organization, region, or group can not be infringed except for regions and organizations proscribed by lawful legislation or policy or those with which the region is currently at war with.

The Executive Council is vested with all legislative and executive authorities and power within the region.

The Executive Council is composed of all Lifetime Members, and any other positions as established explicitly with a seat on the Executive Council by policy or law in accordance with this Constitution and any other relevant laws.

Lifetime Members have the right to always have a seat at the Executive Council and may not be deprived of their position or right. They may only cease to be a Lifetime Member until or upon them being banned from NationStates, resignation, being removed from the region or community, a unanimous vote of all other Lifetime Members of the Executive Council, or otherwise being unable or unwilling to perform their duties and responsibilities in such a way that the Executive Council would be unable to operate.

1. The initial Lifetime Members are: trader, Chanku, and Mars.

2. Lifetime Members may be added by unanimous vote (abstentions will not be considered a vote against) of the sitting Lifetime Members; if a Lifetime Member has delegated their seat to a proxy, the Lifetime Member will be automatically considered to have abstained.

Additional membership and positions within the Executive Council may be granted by the Executive Council through policy or law. Any such positions may be established or dissolved at the will of the Executive Council. The specifics of such additional membership or positions is to be determined by the Executive Council through policy or law.

The authorities of the Executive Council are held by the Executive Council as a body, and not independently by individual members of the Executive Council except for where the Executive Council has delegated such authorities either by policy or law.

Members of the Executive Council may, at any time, appoint a proxy to take their place on the council for the duration of a standard elector term or until their current term ends, whichever is less. Such an appointment requires the assent of the remainder of the Executive Council. Unless otherwise specified, proxies on the Executive Council seats have all powers, duties and privileges associated with being a member of the Executive Council. Any Member may reclaim their seat from their proxy at any time, at which point the proxy will be considered to have stepped down.

The Executive Council may, as an extension of their position as the Executive of the Region, issue binding and non-binding policies, decrees, or declarations.

The Executive Council has the authority to pass legislation, repeal previously passed legislation, propose amendments to this Constitution, and take any other action deemed necessary and proper to execute the authorities and duties vested in the Executive Council through its Legislative Authorities as defined within this Constitution.

The Executive Council, through its Legislative Authority, has both the authority to declare war upon another region or organization, and to rescind such declarations.

The Executive Council, through its Legislative Authority, has the authority to ratify or reject treaties with other regions or organizations.

A Lifetime Member of the Executive Council may, in times of emergency, issue executive orders, which may compel the government on how to enforce the law or to otherwise manage the resources and staff of the government. Executive orders passed though this function are subject to review by the Executive Council within 14 days from their date of issue, at which point a vote must be held to ratify or rescind the order. If no vote is held, the order is rescinded.

The Executive Council has the authority to interpret this Constitution and statutory laws, preemptively consider the constitutionality of new laws, to determine rulings and verdicts in regard to violations of these laws, and to determine punishments for violations of these laws within the parameters of either this Constitution or any other laws.

The Executive Council may establish a military and appoint a person to lead the military, in the absence of any other policy or law the Executive Council is the Commander-In-Chief.

The Lifetime Member Executive council may expressly declare in Legislation or Executive Order, as the case may be, that the Law or a provision thereof shall operate notwithstanding a provision included in Article I of this document. This excludes Section 1 of Article I. Laws passed though this function are subject to review by the Executive Council within 14 days from their date of issue, at which point a vote must be held to ratify or rescind the order. If no vote is held, the law is rescinded.

The Executive Council has the right to establish and select the World Assembly Delegate of the region; in the absence of such appointment or delegation, any member of the Executive Council has the legal right to sit as World Assembly Delegate following an executive order proclaiming themselves such.

The Executive Council may establish its own rules, regulations, standing orders, or procedural rules in regards to any singular part of its authorities as granted within this document or for the entirety of the Council as a whole.

This document may be amended by a simple majority vote in favor by the Executive Council, after which the amendment will be presented to the citizens of the region for approval and must pass with two-thirds (2/3rds) supermajority in favor for the amendment to take effect.

Article I of the Document may not be amended in such a way as to remove or otherwise deprive rights from citizens of the region nor may this section be amended to allow for such an amendment to occur.

No amendment to Article IV of this Constitution may occur without the explicit consent of the Administration.

No amendment may alter, remove, or otherwise deprive a Lifetime Member of the Executive Council of their position or otherwise restrict, limit, or cause to expire their rights and privileges under this constitution without the unanimous approval of all Lifetime Members of the Executive Council. Nor may this section be amended in such a way as to allow it without the assent of those members.

The Administration as defined under Article IV of this Constitution reserves the explicit and exclusive right to unilaterally alter, amend, or otherwise change this Constitution at any time and for any reason until January 1st, 2024 or until the Administration declares that this Authority is abrogated, whichever is earlier. The execution of authority under this section of this article supersedes any other requirement or restriction as laid out within this Constitution.

There shall exist an Out of Character Administration body (OOC Administration) to administer all off-site property and to facilitate the community’s technical needs and to ensure the safety of the community.

OOC Administration shall initially be headed by the Chief Administrator, who may appoint anyone as a successor to the position as Chief Administrator.

No provision of this constitution nor any law or policy will be construed to limit or interfere with the responsibility and authority of OOC Administration to safeguard the out-of-character security or safety of off-site property or its users. Any bans enacted by Off-site property administration, unless stated otherwise, shall be assumed to bind the government to remove the banned individual from the region.

The final decision on all off-site property permissions and the decision on whether to grant or revoke permissions based on the risk to community security and safety shall rest with OOC administration.

OOC Administration may create or deprecate off-site property platforms as needed to facilitate the community’s changing technical needs.
