Preamble:

By the Grace of Goddess Sora, within the newly crowned Empress Ayame I of the Four Crowns, the Großereich itself has changed, as with the Space Großereich ages; Shall needed in this time, a new constitution in place, to replace the old. With major changes within its government. Thus by the Heaven's Grace, this Constitution is here.

Chapter I: Form of State and Sovereignity:

Article 1:

(1) The Großereich is a Semi-Constitutional Monarchy.

(2) Sovereignty is define in the hand of the people mandated by the Monarch and the Constitution.

(3) The Großereich applies the Civil law.

Chapter II: Legislative Power:

Article 2:

(1) The Imperial Court is the national legislature whose main task is to represent the people to create and enact laws.

(2) The Imperial Court shall be divided between the Usada Supreme Councilors as act as the Upper House, and the Imperial Council which act as the Lower house.

(3) The Imperial Court has the right to amend and draft the constitution with the consent of the Empress / Emperor.

(4) The law referred to in article 2 verse (1) must be made in accordance with the standard rules for drafting legislation which will be regulated outside the constitution.

Article 3:

(1) The Imperial Court is elected by the monarch each year of effective terms, and will be automatically be dissolved after the term ended.

(2) Elections as it mentioned on article 3 verse (1) will be held by the Imperial Court meeting between the 4 Great Powers, which can include the Monarch, the Prime Minister, the Imperial Advisor, and the Military General.

Chapter III: Executive Power

Article 4:

(1) The Military General shall be the commander in chief of the Imperial Military, by the Monarch's Consent. No other Military may be established, with the exception of the permit from the Emperor / Empress and no such force shall be objected by the Emperor / Empress supreme command.

(2) The Military General with the Monarch's agreement may issue Imperial decrees regulating the command, objectives, and structures of both the Nousagin Military and the Nousagin Intelligence. No Nousagin Intelligence may be established, unless it's a part of the Großereich's Intelligence Agency.

(3) The Monarch may make treaties with foreign states. To be incorporated into the domestic law, a Treaty must be approved by an absolute majority of the Nousagin Court. The Monarch may also further rescind treaties if the State are labelled as Incompetent, thus the treaty beforehand may be retracted.

(4) The Monarch may grant a pardon or lesser clemency to any person or subjects who are convicted of a crime.

(5) The Monarch may use the style of “His / Her Imperial Majesty” or in a more easy way “His / Her Imperial Highness” as it should be called, no more names shall be added, however it may apply to the case, if the Emperor / Empress decided to change the name, they must first be approved by the majority of the Usada Supreme Councilors.

(6) The House of Usada, or the Imperial Family, shall be not subjected to the law over everything, including the crimes they committed shall be not be punished the same as citizens do.

(7) The Imperial Family is obliged to respect the rule of law, however they are granted the freedom of politics, as they are also subjected to the Großereich's Customs, they may hold office, or work for a Company, and etc.

Article 5:

(1) The Monarch have the highest power over authority and all positions within the Großereich.

(2) In assisting his / her powers, the Monarch will be accompanied by the Prime Minister, the Imperial Advisor, the Military General and its Ministers.

(3) The Imperial Monarch / Prime Minister have the power to issue a Declaration of war, as well as to made peace in the times of War.

Article 6:

(1) Both The Prime Minister and the Monarch shall be both the head of state and government.

(2) In assisting to Monarch’s Government, the Prime Minister shall appoint the ministerial cabinet, who is as mentioned by article 3 verse (1) of the constitution shall serve to approximately one year. However this excluded to the appointment of the Military General & the Imperial Advisor, which is personally appointed by the Monarch.

(3) The Imperial Monarch can dissolve the Cabinet, if the Council is suspected to have broken the constitution or the laws applied in the past, present, or in the future.

(4) The Prime Minister is eternal, it can’t be dissolved or be replaced, it may though, if the Emperor or the Empress decided to disband him or her. or the Prime Minister him / her-self resigned.

Chapter IV: Imperial Family

Article 7

(1) The Monarch may name or remove the Crown Prince / Crown Princess and decided his or her style or privileges, The Crown Prince / The Crown Princess shall be the heir apparent to the crown and shall ascended and crowned as the next Emperor / Empress, following with the death of the Emperor / Empress or the abdication of the current Monarch. The Monarch may also appoint common nobles, or normal citizens as Prince or Princess, as he or her wishes to be.

(2) The Monarch may delegate, in whole or in part, his / her powers and dutes to and subsequently remove them from, any member of the Imperial Family.

Chapter V: Judicial Power:

Article 8:

(1) Judicial power is the power that administer the judiciary to enforce law and justice.

(2) Judicial Power shall be exercised by the Supreme Court and the judicial body, under it in the General Court environment, the religious court environment, the Military Court environment, the state administrative court environment, and by a Constitutional Court.

(3) Any other bodies whose functions are related to the judicial power are regulated in law.

Article 9

(1) The supreme court have the authority to abjugate at the level of cassation, examine the laws, and regulations under the law or against the law, and have other authorities granted by the law.

(2) The Supreme Court justice must have integrity and personality that is impeccable, fair, professional, and experienced in the field of law.

(3) The Chair and deputy chair of the Supreme Court are elected by the Monarch with advice of the Imperial Advisor.

Chapter VI: Territory of the State:

Article 10:

(1) The Großereich's sovereign capital hall be officially posititioned at the City of Pekamura, the city itself is subjected for generations of the Großereich to come, and shall remain so.

(2) Capital Cities may change if only the Monarch, the Prime Minister, and the Imperial Court decided to upon discuss and agreed with 51% voice. However noting that in the end, the Monarch may decide to revoke it if they feel the city isn't right for them.

(3) Regarding colonial status, all colonies are eligible to remain loyal to the Imperial Dynasty, until if the Großereich have given them independence or if they have won an independence of their own by force.

(4) All Military personnels are eligible to protect and defend the sovereignity of the Territory of the Großereich as a whole.

CITIZENSHIPS STATUS:

Chapter VII: Citizenship Status:

Article 11:

(1) Regarding the Native-born citizens of the Großereich, they shall be protected under the constitution and will become an Imperial at the age that is considered in their species to be counted as an adult, as an example, a human age of 15 years old, as it is being viewed as old enough and are ready to be handle to decisions regarding Imperial Matters and can be suited to be called an adult.

(2) Regarding foreigners, they must apply for citizenship first using their visas, and wait for the approximate of 2 Years to be accepted as a Citizen of the Großereich. Note that this condition doesn't applied to people who are given political asylum.

(3) Nousagian Citizens who have been given the status of citizenship have the rights to freedom of assembly, shall be granted protection by the Großereich, they have as well the freedom to choose their work, their lovelife, their political beliefs, etc.

(4) Nousagians who committed acts of crime, such are part of the laws that is to be created in the future, shall serve the sentences according to Four Crown's Imperial Laws, or by the Constitution itself.

(5) Citizens are required to not have double citizenships, as the Großereich feels its to close to being a double agent.

EMERGENCY TEMPORARY COUNCIL

Chapter VIII: Emergency Temporary Council:

Article 12:

(1) The Emergency Temporary Council is a temporary government period in case of the worst case scenario, which include the Monarch has died, or the Prime Minister snap elections, and so on.

(2) The Emergency Temporary Council will consists of the Speaker of the House and the Military General of the Großereich who will temporarily led the Council which will consists of the Military Higher Ups, the Usada Supreme Councilors and the Imperial Council.

(3) The Emergency Temporary Council will end once the a new monarch was coronated, the Prime Minister was elected, or in worst case a transition of a new Monarchy Dynasty to be elected.

(4) the Monarch and the Prime Minister may take control and may disband it, if situations is back under control

(5) Under the Emergency Temporary Council, the Constitution shall be suspended, and in this level new emergency laws will be enacted or put into place.

June 10, 2033:

This Consitution itself has been blessed by the Almighty Goddess Sora, may this constitution shine forever and never have to face any changes for a long time.

- Shirakami Ookami Koyoji, Imperial Advisor of the Großereich.
- Tön von Weiss, General-Militärleiter of the Großereich.
