The Union of The Realms

The Union of The Realms, or UR, is the newly formed bloc of former American overseas possessions founded in 2019 after years of negotitations. The initiative began with King Alexander VI, who saw the ARS as having grown far to unwieldy with its farflung dominions, who headed negotiations and made constitutional arrangements with the regions being granted autonomy. It, like most things created by the Hamiltons, takes heavy inspiration from the British. In this case their Commonwealth of Nations. The major differences being that the UR is smaller in number and all members are mandatorily (in British terms) "Commonwealth Realms" with the American Monarch as head of state. Although this is shared in one instance, Hawaii, in which the American monarch is co-sovereign with the House of Kamehameha.

The chief institutions of the organization are the Union Diet, which focuses on intergovernmental aspects, and the Union Foundation, which focuses on non-governmental relations amongst member states. Member states have no legal obligations to one another but are connected through their historical ties. The Union Constitution defines their shared values of freedom, human rights, and the rule of law, as promoted by the quadrennial Union Superbowl.

It's members are: The Commonwealth of The West Indies, The Margravate of Central America, The Kingdom of Hawaii, The Kingdom of Polynesia, The Confederal Realms of The Philippine Archipelago, and The Grand Duchy of Quebec. Quebec, while still partially administered directly by the ARS as an autonomous vassal state, was given association status by King Alexander IV in 2021.

The main decision-making forum of the organisation is the biennial Union Heads of Government Meeting (UHOGM), where Union heads of government, including (amongst others) prime ministers and presidents, assemble for several days to discuss matters of mutual interest. There are also regular meetings of finance ministers, law ministers, health ministers, etc. Members in arrears, as special members before them, are not invited to send representatives to either ministerial meetings or UHOGMs. The head of government hosting the UHOGM is called the chair-in-office (CIO) and retains the position until the following UHOGM. Since the most recent UHOGM, in Cuba in 2022, the chair-in-office has been the Federal Premier of the West Indies.

The Union Diet is the main intergovernmental agency of the Union, facilitating consultation and co-operation among member governments and countries. It is responsible to member governments collectively. The diet organises Union summits, meetings of ministers, consultative meetings and technical discussions; it assists policy development and provides policy advice, and facilitates multilateral communication among the member governments. It also provides technical assistance to help governments in the social and economic development of their countries and in support of the Union's fundamental political values. The Diet is headed by the Union President, who is elected by the Union heads of government for no more than two four-year terms. The UP and two vice presidents direct the divisions of the Diet.

The Union's objectives were first outlined in the 2019 Manila Declaration, which committed the Union to the institution of world peace; promotion of monarchism and individual liberty; the pursuit of equality and opposition to racism; the fight against poverty, ignorance, and disease; and Hamiltonian economics.
