Charter

(1) Member nations can present a proposal to condemn a nation (even a nation outside of the IANS) which:

(a) Uses nuclear weapons in a conflict, is developing nuclear weapons, or is trading nuclear weapons to a non-nuclear weapon state.
(b) Commits genocide.
(c) Is an Apartheid state.
(d) Expels ethnic groups.
(e) Massacres civilian populations.
(f) Attacking people involved in humanitarian non-combat operations.

(2) A 'Condemned Nation' can be the target of an international intervention - allowing member states to militarily and economically intervene should a 'Condemned Nation' be in violation of the above provisions of condemnation. For example, seizing a condemned nations trade ships, or demanding inspection of a nations property in member states for the presence of nuclear weapons.

(3) As the international community needs to form agreement, each nation is afforded a single vote - no one nations vote is more valuable than the other. The vote includes Aye, Nay, or an Abstention, with this, nations use their singular vote on a proposal (outlined above), and if a proposal receives 66% support - it passes. All voting will take place over a forty-eight (48) hour period - no more, no less. If a nation is not present then the below applies:

(4) At least 51% of the nations must vote to reach Quorum - whereby, if 66% of this number supports a proposal, it passes. However, without this Quorum, a proposal is considered to have failed.

(5) A nations entry or exit into this organisation does not require a vote by the members, this organisation is intended to represent all nations across the globe.

(6) A Secretary General will be elected by members of the International Assembly of Nation States to hold term for 3 months. Their role will be to assure members vote when a proposal is presented to this Assembly, to tally votes, and to review proposals to assure quality.


As this organisation must have proper proposals presented, each proposal will be vetted by the RP team. If a nation Ceases to Exist (CTE) they will be automatically removed from the list.


Meeting of Nations - 23rd to 24th September, 2022

There is a growing need for an international body that has the power to act to resolve international issues. Global nuclear programs threaten the world, and their use by certain nations already represents a severe threat to every nation. Although several meetings have been called in the past to deal with these issue, they have ultimately come to nothing. That needs to change, and so all nations here have agreed that something must be done.

The Basic Proposal

Nations of such an organisation can present a proposal to condemn a nation (even a nation outside of this organisation) which uses nuclear weapons, is building nuclear weapons, or is trading nuclear weapons to a non-nuclear weapon state.

A 'Condemned Nation' can then be the target of an international intervention - allowing member states to militarily and economically intervene should a 'Condemned Nation' be in violation of the above provisions on Nuclear weapons. I also was thinking of some sort of Geneva convention for it, as a example, no shooting medics that are unarmed, no genociding people and overall protection of POWs, civilians, medics and surrendering soldiers, this would apply to all members, also possibly outside nations but I am unsure on how that would work."

Organization HQ could be the capital of Napata as Lower Nubia is a relatively neutral nation as well as a safe one.

A Peacekeeping force could be made by all members contributing a small or a medium amount of equipped troops as a requirement, but sending possible equipment such as tanks, anti-air, air equipment, naval ships and more will be voluntary, but this can of course be more fleshed out eventually.

The Republic, however, necessitates an internal arbiter to review proposals and see to the demands of the nations, a Secretary General, a position to be elected by the member states, and hold term for some consecutive time, who will perform the necessary functions of the Assembly."


Meeting of Nations - 25th to 27th September, 2022

Yesterday, and the day before, the attending nations agreed on the need for an organisation that can arbitrate international issues, and presented proposals to attending nations on the nature of such an international organisation, its powers and responsibilities. The Basic Proposal, presented by the Federation of Volga Rus, United States of Mesothallania, the Republic of India (Indusians), and the Dominion of Yunji, has been agreed by the attending nations - having received no issues with the provisions it contains, the framework within the "Basic Proposal" already constitutes a formidable international body. Below shows the proposals by attending nations on the 23rd and 24th. The attending nations should vote which proposals they would see as necessary to this organisations future.

The first vote on the organisations name will be held today, concerning the name of the organisation - if each attending nation would a provide telegram with the number of the option they would like. For the name, and HQ location, the largest vote share will win, the other proposals will follow the ruleset in the "Basic Proposal", which can be read in the Dispatch, pinned to the World Factbook of Africa.

Meeting of Nations - 28th September to 29th September

With the closure of the voting to determine the name of a newly forming international organization, a vote that lasted fifty hours, it can be announced that the name "International Assembly of Nation States" (IANS, or IA for short), won with four votes, with "World Union" (WU) and "United Nations" (UN) close behind, receiving three votes each. The votes casted were as follows:

With the closure of the voting to determine the headquarters of the International Assembly of Nation States, a vote that lasted fifty-two hours, it can be announced that the headquarters will be based in New York City. New York City won with seven votes, with Napata close behind receiving four votes. The votes casted were as follows:

With the closure of the voting to determine the internal functions within the International Assembly of Nation States, a vote that lasted forty-eight hours, it can be announced that the internal functions accepted by the voting nations include the formation of a Secretary General role, a role elected by members of the IANS to hold term for 3 months. The Secretary General's function is to assure members nations vote when a proposal is presented for voting, to tally votes, and to review statements to assure the quality of resolutions put before the International Assembly. In addition to the Secretary General role, the nations voted to support that voting will last a maximum of 48 hours.

Condemnation of the United Duchies of Central Africa on attempting to build a nuclear arsenal; and Nuclear Inspection of the Republic of Indusians

Topic: “Condemnation of the United Duchies of Central Africa on attempting to build a nuclear arsenal; and Nuclear Inspection of the Republic of India.”

The General Assembly,

Pointing out that on Tuesday, September 20th, 2022, the United Duchies of Central Africa requested assistance from the Republic of India “in building ICBMs and nukes and helping to foster domestic technology to create such items in the future on our own”.

Reminding that this request is contrary to one of the founding principles of the International Assembly of Nation States, which was formed as a result of the Republic of India launching two such nuclear attacks on the Federal Republic of McPakistan’s strategic military centres, and the latter nation subsequently launching a successful nuclear on the civilian Indian city of Rajkot,

1. Necessitates that the United Duchies of Central Africa ceases all development, or procurement, of nuclear weapons of any sort;

2. Demands that the United Duchies of Central Africa turn over all documents related to nuclear weapons procurement, or development, by the authorities of the United Duchies of Central Africa, to the International Assembly of Nation States for examination;

3. Calls for an inspection into the request made by the United Duchies of Central Africa to the Republic of India and the Republic’s response to the request as well, alongside nuclear weapons inspectors from the International Assembly of Nation States being given access to the United Duchies of Central Africa to assess sites for possible nuclear weapons development; and,

4. Permits the International Assembly of Nation States to form a task force to enforce this resolution should the United Duchies of Central Africa or Republic of India fail to comply.

Meeting of Nations - 5th October

The voting on additional reasons by which the International Assembly may condemn, or demand action against, a nation, has come to a close. The Assembly voted on 8 proposals, of which 5 additional reasons received enough support from the attending nations to have passed. The reasons by which a nation may be condemned are as follows:

(1) A nation expels ethnic groups.
(3) A nation is an apartheid state.
(4) A nation is massacres civilian populations.
(5) A nation commits genocide.
(7) A nation is attacking people involved in humanitarian non-combat operations.

Alongside voting for additional condemnation reasons, the International Assembly voted on a resolution draft to act against the nuclear weapons proliferation of the United Duchies of Central Africa (Trideset Prvi Hercegovka Krajisnici), and the Republic of India (Indusians). The resolution draft passed, with 78% support, and has become Resolution 0001 of the International Assembly of Nation States. The targeted nations are to conform immediately to Resolution 0001's articles, or face the consequences outlined in Resolution 0001, or even additional action by the International Assembly.

Nations which seek the role of Secretary General, to then undergo elections by the attending nations, please inform Lower Nubia. A vote on candidate nations will be held alongside resolution draft's by the United Duchies of Central Africa (Trideset Prvi Hercegovka Krajisnici), and United states of Mesothallania, on the 7th October.

Condemnation of the United Duchies of Central Africa on attempting to build a nuclear arsenal; and Nuclear Inspection of the Republic of Indusians

The General Assembly,

Pointing out that on Tuesday, September 20th, 2022, the United Duchies of Central Africa requested assistance from the Republic of India “in building ICBMs and nukes and helping to foster domestic technology to create such items in the future on our own”.

Reminding that this request is contrary to one of the founding principles of the International Assembly of Nation States, which was formed as a result of the Republic of India launching two such nuclear attacks on the Federal Republic of McPakistan’s strategic military centres, and the latter nation subsequently launching a successful nuclear on the civilian Indian city of Rajkot,

1. Necessitates that the United Duchies of Central Africa ceases all development, or procurement, of nuclear weapons of any sort;

2. Demands that the United Duchies of Central Africa turn over all documents related to nuclear weapons procurement, or development, by the authorities of the United Duchies of Central Africa, to the International Assembly of Nation States for examination;

3. Calls for an inspection into the request made by the United Duchies of Central Africa to the Republic of India and the Republic’s response to the request as well, alongside nuclear weapons inspectors from the International Assembly of Nation States being given access to the United Duchies of Central Africa to assess sites for possible nuclear weapons development; and,

4. Permits the International Assembly of Nation States to form a task force to enforce this resolution should the United Duchies of Central Africa or Republic of India fail to comply.
