Recommendation

OWL recommends voting FOR the at-vote resolution, "Repeal 'National Economic Freedoms'". The Delegate has been asked to cast their vote accordingly.

Please find below the Office's Analysis for an examination of the resolution and the reasons for the final recommendation.

The Office's Analysis

The resolution that is being targeted for repeal, GA#68 "National Economic Freedoms", was originally designed to ensure that the World Assembly would, for the most part, not regulate commerce, instead leaving the power to the member states.
While this may seem like an admirable goal, the at-vote resolution, "Repeal 'National Economic Freedoms'", makes a compelling case for GA#68 to be taken off the books. Most importantly, the core reason why "National Economic Freedoms" was passed in the first place was the concept of preserving national sovereignty, an argument that is outdated and no longer holds significant weight in modern GA discussions. Furthermore, its clauses are often overly far-reaching. For example, one its clauses establishes the Impartial Mediation Foundation, which has the power to "investigate, mediate, and arbitrate any conflicts that arise". "Any conflicts" could mean anything from full-blown wars to arguments between friends. It is illogical to give a single WA organization such a massive purview. The at-vote repeal resolution presents arguments such as these in a well-written and persuasive way.
Opponents of the repeal may note a clause in the target resolution that requires national governments to provide compensation to the owner of any private property that has been seized by the government as a reason to keep the resolution. However, the author of "Repeal 'National Economic Freedoms'" is currently working on a draft to address this, which will be able to fill that gap if the at-vote resolution passes.

Thus, OWL recommends to vote FOR the at-vote resolution, "Repeal 'National Economic Freedoms".
