What you need to know about serving as Procurator of Justice for the NSM [Department for Legal Affairs > The Summa Lex Conventus]

The Procurator of Justice is an important and essential part of the functioning of the Judiciary. Your main duties and responsibilities are twofold:

1] To monitor the activities of the New Social Movement and to prosecute Member-Advocates for violation of the CoC on behalf of the community.

> As Procurator you will review each request for prosecution sent by registered members of the social movement. You will have the jurisdiction, by your own scrutiny and judgement, to either VERIFY the request, in which case the issue goes forward for official tribunal, or to REJECT it, for example, on the grounds that it is a trivial issue with a very limited number of involved parties which could be easily handled with something as simple as a mutual apology or private agreement. If you reject a prosecution-request you will then relay the case to the Department for Internal Affairs whose authorities will settle it by taking into consideration your recommendation.

> You should consult with your fellow procurators when making such decisions in order to hear their opinions and perspectives for consideration and vice versa. That being said, each of you handles their own separate cases so there will not be any conflict between you as to whether or not to prosecute. If the case falls under your purview, according to the thematic category to which it belongs, you will make the decision.

>> Appeals can be made to the SCA within a limited timeframe. Member-Advocates should, however, ONLY appeal if they sincerely and seriously think you were in the wrong with your conclusion and that the case merits an official tribunal proceeding. Wasting the precious time of the Cancellarius and/or Chairman just to try and get one's own way when the rationale and reasoning behind your decision is sound and valid will result in a firm reprimand or demerit.

II] To convey prosecution cases to the tribunal.

> The Tribunal of the Summa Lex Conventus is composed of the Procurators, the Justicars (including the Head Justicar; The Magister) and the Comrade-Hierarch. Your role as Prosecutor is to inform the Justicars, or the Hierarch if no Justicar is available, of all relevant points and factors of the particular case; including those that speak against the accused and those that speak in his favor or defense. You must attempt to reach as a comprehensive situation image as possible by answering the questions of what happened, when and how? The Justicars will direct and control the proceedings and reach their own verdict. Your role in the tribunal is strictly neutral. You may not make any attempt to influence the decision of the Justicars unless they specifically ask for for your opinion.

> Be keen and responsible in your work. Be fair and reasonable. Be polite. The aim and goal of your work should be the improvement of the social movement and the community it represents by means of facilitating the protection of stability and peace.
