Preferring to orchestrate operations in the background rather than making public appearances, she keeps an amicable disposition while ensuring that Hetairaea will be known as the closest thing to Heaven on Earth. Despite her outward confidence and astonishing position, Gwen is said to freak out internally with every public appearance and has to spend her private time dealing with a lot of stress issues. Exp. Gwen Matisch (born July 13, 1996), Expert in Computer Engineering, is the current president of The Sexy Funland of Hetairaea.
Gwendolyn Cynthia "Gwen" Matisch (July 13, 1996) was born into a Violetist family in Aokori, a windy, coastal city in the Airi region, though she was never the religious kind. In her childhood days, Gwen was known as an abnormally shy and quiet girl, yet with considerable intelligence and radical ideas. Despite not being one for excess socialization, she learned how to play to people's liking relatively early on and in her own words, "everyone who knew her at all was one of her friends". She enrolled into the Springer Waterfield High School at an early age of 12, and by 13 was considered the undisputed "queen" of the school through sheer respect. She achieved this status by being the smartest student in the school without ever becoming an overachiever, instead maintaining a honest desire to "break the system" and help even the most challenged of students break free of their helicopter parents and certain teachers' unreasonable expectations. This made her normal enough to be popular and trusted by students, yet well-achieved enough to be the school's hope and pride.
This unique "supremacy through normalcy" ability of hers would persist through to her later career and is a key aspect of her rise to presidency, with many political analysts remarking that her election is "not because she's perfect, nor because she's very well-achieved, extraordinarily charitable or in any way a particularly impressive person, but rather because she's such trash that people easily identify with her, and yet she's still dependable enough to get the job done". Even her high school, Springer Waterfield, was only a normal, run-of-the-mill private school when she first enrolled, albeit one that possessed ambitious plans. After she graduated at the age of 14, it quickly became one of the academic hotspots in the nation, known for its innovative ways of teaching and its "tech startup" policies and infrastructure.
At 13, Gwen formed a mock political party called the BEPIS (Betterment of Education Party by Irate Students) with "some delinquent guys from her class" because "the Maths teacher ticked her off". The party's original mission was for the Maths teacher to "chill with his homework" and "let students live their lives instead of forcing them to prepare for the National Graduation Exam". The mock party gained surprising traction, with support from virtually every student and even some teachers in the school. After just 2 weeks, the party succeeded in its mission: Their Maths teacher abolished his NGE Prep class and told all the students to "go study by themselves if they think they are doing so well". Rather than disbanding the mock party, however, Gwen decided to keep it and expand its mission, "for kicks". By the time Gwen graduated, the BEPIS practically controlled "the entire school and the middle school down the street", with the Maths teacher, now... still a Maths teacher, commenting: "At that time, I thought I was teaching them a lesson. Turns out I released a monster instead. A very capable, sexy, and delicious one." The interviewer then proposed with the police to arrest this man for pedophilic remarks, but the officer said: "It's all in the past, man. Plus to be fair she was near-legal by then."
Immediately following her graduation, she was accepted into the Computer Engineering program of the Erika Academy of Technology (EAT), the nation's most prestigious engineering school. Feeling that studying hardware was "not enough", she soon added the Computer Science and the Mathematics tracks to her program after her first year. Meanwhile, her "mock" party continued to grab hold of other schools in the Airi region and neighboring regions, most notably Mochida and Doctor's, with many members being entrusted to draft educational programs for nationally renowned institutions. Gwen herself also became a Special Consultant for the Erika Region Board of Education at age 17, but she "practically called the shots", according to the former Chairman who's now an apprentice of Ricardo Milo in professional flexing.
By age 19, right before she graduates with her dual Master's in Computer Engineering and Computer Science, Gwen was nominated for Minister of Education, but turned the position down because "it's weird studying as the Minister". This statement would later be proven relevant as she transfers to Sanada University following her graduation to earn another degree in Political Science. She later explained this decision as because "some friends in BEPIS off-handedly suggested that I run for President, and I just thought 'why not'. However, my mom insisted that if I was gonna run for President, then I have to study how it works." Gwen then proceeded to build up her political creds and run for President throughout her time at Sanada University, despite her "party" not being officially recognized. She was renominated and this time accepted the position of Minister of Education by 21, right after her graduation at Sanada University, and promptly got elected into office one year later, on January 11, 2019.
When asked about the reason for her sudden and unexpected inauguration, Gwen replied: "I have no freaking idea. You'll have to ask the people for that." Regarding this, an old friend of Gwen and a member of the original BEPIS, Mr. Seiichi Soujirou, now a web developer, commented: "Gwen is one of us, you know. One moment you see her discussing arcane matters with the top people in school, the next she's hanging out with the delinquents and singing their woes. She doesn't just know about our problems, she honestly wants to live it. The people already know who she is before the bigwigs do, so in the end she was the best politician precisely because she wasn't trying to be one." He paused for a moment before adding: "Even now we still hang out. Even now she still acts like total trash from time to time, and I have to be the one who teaches her right from wrong. Not many Presidents do that."
Her first Presidential Order, obviously, was to abolish the National Graduation Exam. She also entered the EAT's Expert in Computer Engineering program on August, 2019 and graduated in August 25, 2021, after the successful initial testing of the PSF Array, a high-speed Internet provider to Mars. The main processor of which was her invention.
For a world leader, perhaps the most defining trait of Gwen is that she's actually pretty shy, and yet brutally honest. She says what she wants whenever she wants it, and has no qualms reminding people that she's only human. Whenever attacked on her unapologetic manner of speech, she often pulls the "I'm the President of Hetairaea. I have a right to express my opinions." card. Some, especially traditionalists and far-right conservatives, dislike her for being such a "dirty" politician, but most others love her for her ability to address problems and candidness. In her own words, whenever she has to do a public address, she doesn't even bother to prepare speeches. She just talks, and it shows.
Furthermore, true to Hetairaean values, Gwen loves sex. According to many of her subordinates, she "looks like a hooker, and if she wasn't the President she probably would be one". Even her Vice President, Mr. Hirota Yotaka, said: "She already is one. Just not full-time." Her roommate from the Erika Academy of Technology recalled: "The very first year she's already got boys visiting her room everyday. Sometimes also other girls, or even women the age of her mother! And the art of it all is that they are not all raunchy people, either. She's got all kinds of partners, from guys on academic probation to the top exemplars and athletes in school, even janitors and school staff, all the way to popular, young professors! It was, literally, fking amazing to behold." Gwen has not tried to deny this. In fact, she has many times stressed that her primary policies are not just to reform the education system, but also to "advocate for sexual freedom worldwide". Erishna Balmroa, the Shangri-La Superbrothel's General Secretary, commented: "Sanada (the Shangri-La Leader and former President) educated all sluts, Gwen educated everyone to accept them."
Underneath it all, however, Gwen is a truly ambitious, responsible and caring woman, with a dream to build a "feminine" government. She believes the way to true prosperity is not through strength or aggression, but through freedom, compassion and mutual understanding.
Gwen's government is described as being like a horny sister, watching over her brothers (the people) to make sure they don't hurt themselves, and care for them when they do, but otherwise let them live their own lives. As for why a "horny" sister in particular, well... it's Hetairaea.
Gwen also particularly values freedom of thought and social intelligence. She's very against any form of oppression, whether physically or mentally, and don't believe in social norms. Needless to say, she doesn't condone any form of extremism either, and heavily promotes open-mindedness.She believes everyone should be able to do and think whatever they want, as long as they get the job done and don't harm anyone else. If the President wants to strip-pole in her free time or a salaryman wants to get nude and sing Jason Chow's raps on his way to corporate meetings, then so be it.

8Values Test Results (A Hansdeltanian test for political standing):
Even though a lot of her political ideals are similar to the previous President Sanada Azusa's, Gwen's most notable difference is that she's a lot more business- and technology-minded. Thus, she was able to turn Hetairaea from a simple "sex state" to a full-blown "party nation" armed with the largest, raunchiest venues and all the latest technologies, many of which are now developed in Hetairaea itself.
As a side note: For a young engineer-President who doesn't subscribe herself to any particular faith, Gwen's surprisingly okay with religion, as long as it doesn't promote extremism. She won't hesitate to preach religious philosophies that she thinks correlate with her values herself. Perhaps this is due in part to her Violetist upbringing.
As can be seen from her education, Gwen likes computers and technology. However, according to herself, she "only wants to know how computers work", as she is "nowhere near intelligent enough to geek out with it or do all the cool things like Mitsuba does". Considering how she was among the top Computer Engineering students at the prestigious EAT, one of the best Computer Engineering schools in the world, this statement should be taken with a grain of salt. But if she says so...
Due to a "dumb mishap in middle school", Gwen has sworn never to pick up a musical instrument again. However, she expressed strong interest in synthesizers, musical production, audio gear (particularly headphones) and even music critique. According to her, synthesizers are "not like anything maestros care about anyway", so "it's okay".
She still loves sex as much as she did in college. This has led to a lot of people giving her delightful, affectionate nicknames such as Hetairaea's Top Wh@re, Trash-Slut President or Girly-Girl Gwen-Gwen. Most if not all citizens are on a first-name basis with the President, despite having to address their room manager by their full title and class. Some government officials even disregard her name altogether and just refer to her as "Big Boobs".
Despite everything, Gwen is decidedly introverted and prefer to spend her free time pondering life's meanings instead of engaging in random social interactions (she'd love to hang out when invited, though). She's also a big foodie and has set out to try all the exotic foods in the world... All the exotic dishes that she thinks she can actually enjoy, at least.
Her favorite colors are sky blue, gold, violet and pure white, in that order. Her favorite dish/sub-cuisine is sushi, and her number one fetish is lactating succubi.

Radio Hetairaea's second-in-command and one of Hetairaea's most famous streamers, Gotou Mayuri is not only an ultra-sexual, media-savvy Shangri-La Sister, but she's also the state media company's Deputy Director and most trusted reporter when it comes to everything entertainment. She considers her day job an information gathering venture for her streaming sessions, which are in turn opportunities for her to broaden her view of people's sentiments for her reporting gigs. Thus, she takes both careers very seriously and is usually seen with her camera whenever there is a large-scale concert or convention nearby. She has a playful, carefree attitude and typically comes off as a ditzy dumb blonde, but can be impressively professional, sharp, and reliable to those in the know.

Position: Hetairaean Showbiz's #1 Troublemaker
Description: The self-proclaimed "#1 Rapper" loved by everyone and hated by everybody. His constant shenanigans, tendency to interrupt other people's shows to bring attention to himself, and terrible music have led him to become blacklisted in almost every venue in existence, not that he cares. He also made a personal nemesis of showrunner Red Akai, the members of Tricolore, and various other persons in Hetairaean showbiz because of this. However, his fans and supporters, and there are a lot of them, instead see his debaucherous ways as his charm points, and eagerly await his "surprise appearances" in other large-scale concerts. Despite the outward animosity, Jason Chow actually has a rather close relationship with a lot of other celebrities, if only by virtue of him always showing up and them always finding him to be a constant annoyance. He also has this kind of relationship with certain people in the government, including the President herself.
Trivia:
He is initially based on the more rebellious phase of the real-life Zhōu Jiélún a.k.a. Jay Chou, but his professional life is now more based on Patrick Brasca instead. Jay Chou himself was then repurposed as his own RP character, as Jason Chou's father.

Hatsuon Shourai:
Position: World's Biggest Popstar
Description:
The face of Hetairaean pop music and the world's best-selling pop singer, the 19-year-old Hatsuon Shourai is the leader and vocalist of Tricolore who quickly brought her group to National Performers Team status. Like every member of Tricolore, she is best known for her solo work, and always commands sold-out shows at the Lotus Tower, Hetairaea's biggest and the world's most advanced concert venue. Contrary to most idols, however, she has a rather no-nonsense personality and is known throughout the industry for her domineering and slightly dismissive attitude, only balanced out by the more amicable presence of Rinne and Lucia Twilight. She is also prone to letting the constant commercial deals get the better of her and is therefore notorious as a giant corporate shill, although certain fans and fellow idols see it as one of her charm points. In the ranks of Tricolore, which takes its motif from the CMYK color system commonly used for printing, Hatsuon Shourai represents Cyan.
Trivia:
She is heavily based on the Vocaloid Hatsune Miku, although her personality is mostly original. Plus, in the RP universe, she is an actual singer instead of a digital avatar.

Position: World's Biggest Pop Dancer
Description:
The most popular pop dancer, known for her genius intellect and diligence. She also hosts highly recognized dance tutorials on VidNet and is the main dancer of Hetairaea's National Performers Team, Tricolore. She is also a regular judge of the G.E.M. exotic dancing contest, having previously won while representing the Marina team, and is considered Hetairaea's ultimate "sasser": A young woman who has finished Shangri-La's graduate-level escort program and rose to the ranks of Honorary Sister despite her age. To this end, a special honor student's uniform from Shangri-La has been designed specifically for her, which she regularly dons as her signature dancing outfit. She lives in the same place as the other Tricolore members and consider them her older sisters, or "nee-chans". Her sassy yet refreshing attitude brings joy to every audience. Kagami Rinne represents Yellow in the Tricolore team.

As with every member of Tricolore, she is based on one of the most popular Crypton Vocaloids. In this case, Kagamine Rin. In particular, the Sourxuan version of Rin that typically appears in popular MMD videos.

Position: World's Biggest Disc Jockey
Description:
The third and eldest member of Tricolore, who is also the latest to gain "world's biggest" status in her field, having only earned the #1 DJ spot in 2021. However, DJ Twilight is also known as the caretaker and manager figure of the other Tricolore members, even though Shourai is considered the leader of the group. She also has a very entrepreneurial mindset and owns many entertainment venues of her own, the most notable of which is "Club Twilight" in the center of Midnight City, one of the nation's most advanced and sought-after dance clubs. Like many "eccentric billionaire" types, she has a tendency to burst into random bouts of excitement over thoughts of gadgets or strange operations, and her shows tend to have something unexpected, despite her generally serious personality. She represents Magenta in the CMYK color scheme.

Like other members of Tricolore, she is based on the Vocaloid Megurine Luka. Her characterization is mostly based on the version of her typically depicted in dance music from samfree and Mitchie M.

Position: Chief Commander of the Nightingales
Description:
The overall head of national security of Hetairaea, Chief Commander Hinagata Momoko stands one level above the departmental Nightingale leaders and works directly with the President for directions in espionage, intelligence, negotiations, and foreign aid. Despite her position, Momoko tends to appear meeker and more paranoid than her subordinates, to the point of nervousness. However, she always finds a way through in the end, typically with a perfect solution that nobody else could think of. Together with Minister of Education Kant Ofshtein, Momoko is considered one of the President's most trusted advisors.
Trivia:
Despite not participating in the racing scene nor having received formal Pandora training, Chief Commander Momoko is also known as an exceptionally good getaway driver.

Commander in Chief Togashi Mako:
Position: Commander in Chief of the Pandora Agents
Description:
The overall head of the Nightingales' physical intelligence and border defense division "Pandora", Togashi Mako is the closest person that Hetairaea has to a traditional military general. Prior to assuming the position of Commander in Chief, Mako led the seduction and operations training for the Pandora and was considered highly effective at the role, being both efficient, fierce, and fatally hypnotizing. Despite being an intelligence agent known for her wits, Mako is not covert during her missions, instead preferring to lay out everything beforehand and only personally appearing for the final takedown in a very bombastic manner, earning her the nickname of the "Pirate" of Pandora. As the Commander in Chief, she leads the Shangri-La Headquarters by default, but she was also head of the Banja branch, Pandora's largest academy and most respected branch outside of the capital.

Mako is based on Nishizumi Maho of the series Girls und Panzer, albeit much flirtier and generally less serious. The strongest resemblance is their command style.

Commander Liu Tianling:
Position: Commander of Pandora - Physical Training Lead, President's Bodyguard
Description:
Mako's best friend and former co-commander before Mako got promoted, Commander Tianling and C.I.C. Mako were always considered a dangerous pair, with Mako leading the charge and Tianling providing support on the largest of missions. Together, they also handle all the non-specialty training regimens for Pandora agents. Tianling is also considered Hetairaea's symbol of an effective fighter, despite not being too muscular. Her unparalleled flexibility, reaction speed, and martial arts skills far make up for her lack of brute strength. As such, she is also chosen as the President's "default" bodyguard whenever she's available. She's the head of the Dàjiǎo branch, the Pandora's largest branch in East Hetairaea, although due to her complex schedule most of the branch management work is delegated to her deputy.

Tianling is inspired by the Vocaloid Luo Tianyi, although much of the inspiration came from her theme song "Sun Quan the Emperor" specifically and the character's personality has little to do with the Vocaloid herself.

Description:
Arguably the most charismatic of the Pandora agents, Commander Chamomile is the first contact point for any external Pandora request, whether it be from the world's governments or Hetairaea's own. As an agent, she's known for her sweet words and unbeatable persuasion and seduction skills.

Position: Commander of Pandora - Gadgetry and Research Lead
Description:
The former Commander in Chief before Mako's promotion, Commander Sedna is arguably the heart of the Pandora corp. Other Pandora agents, including the other Commanders and even the C.I.C., hold her in great regard and regularly ask her for advice. She also has a long history with the Ministers of the Government and is known to be the most level-headed and rational agent anyone can ask for.

Commander Alyssa:
Position: Commander of Pandora - Equipment Lead
Description:
The relentless Commander Alyssa is the youngest of the "Pandora Sisters", the previous group of commanders to be elected before Mako's and Tianling's time. She has the big task of managing the multi-billion-Nude Pandora infrastructure, including all of the vehicles and large equipment, as well as base planning and border defense. As an agent, she's naturally known as one of the best pilots among the Pandora corp, with expert skills in driving and directing various other types of vehicles, most notably submarines.
Trivia:
The Pandora Sisters (Chamomile, Sedna and Alyssa) are obviously based on the respective Totally Spies, albeit much more professional.

Agent Senior Xiǎo Lóngyǎn:
Position: Pandora Agent Senior - Xījiāo Branch Manager
Description:
The Senior of Xījiāo Branch, specializing in civilian kidnapping cases. Ironically enough, despite being referred to as the "Senior", she has the most youthful appearance among the branch's agents. Regardless, she is a stern leader to Agent Smith and co. and is typically direct and no-nonsense towards her subordinates, but retains a very formal, almost antique tone towards guests and people she deems to be of higher positions than herself. Though not as tough as many other Agent Seniors, she built her reputation with an eye for detail.
Trivia:
She's based on Fukuda in Girls und Panzer. As such, she's of the "underdog tactician" archetype.

Position: Supervisory Special Agent of Pandora
Description:
An actually competent seductress of Xījiāo Branch, SSA Xiǎoyǔ retains her no-nonsense tone towards subordinates that she learned from the petite Senior, whom she respects very much. She often comes off as irritable to those in the know, but she gets her job done and her graceful East Hetairaean demeanor charmed many men blind to her wide array of miniature weapons hidden underneath.
Trivia:
Hetairaea has never played Tekken so whatever depiction of Líng Xiǎoyǔ you may see here is probably WAAAAAY off from the RL canon.

Position: Agent of Pandora
Description:
A happy-go-lucky, low-ranking agent who's usually competent in his job but also tends to think he's way more competent than he actually is. Agent Smith always tries to act "cool" and subtly desires to impress people, to various degrees of success. Regardless, he's ultimately a guy you can rely on, who is known for his (generally) pleasant demeanor and kind heart. Despite his signature flirty manner of speech, Agent Smith actually has much less sexual experience than the average Hetairaean of his age and usually only cares about food.

Description:
Formerly the beloved male monarch of the Eternal Crusade before it's regime change, King Skiorski is known to have abolished the bloodsport that was previously required to win the crown in official duels, ensured many of his official measures were confirmed by national referendum, and he strengthened national infrastructure utilizing military resources and funding.
