Emergency Broadcast—Nuclear War!

On what was to be a normal day, all citizens have suddenly heard the blaring of a loud siren and their TVs going blank, show a warning message, and hear the following:

—This is an Emergency Broadcast—
—Information about a possible nuclear attack against this country has been received.—
—The current emergency is Level 3, meaning that a moderate emergency is in progress—
—All citizens must stay away from all major cities and seek shelter immediately.—
—Citizens of major cities must seek shelter or stay indoors.—
—Make sure you have a battery-powered radio set to 205.1FM radio band for continued updates.—
—Do not make any phone calls or text messages, as networks will be needed for critical communication.—
—Seek shelter now. Seek a place of safety now.—

Citizens hastily work to get ready for the possibility of a nuclear attack, and major cities have been blocked off. Then, on TVs of citizens that are seeking shelter, their worst fears are confirmed.

—Information about an incoming nuclear attack against this country has been received.—
—The current emergency is Level 2, meaning that a severe emergency is in progress—
—All citizens must seek shelter now.—
—The Imperial Ministry of Defense has confirmed that nuclear missiles have been launched from areas outside the region.—
—Targets include all provincial capitals and major cities.—
—Impact is estimated within the next 10 minutes.—
—Be prepared for the effects of a nuclear explosion.—
—There will be extreme damage due to the immediate blast, in addition to light, heat, and fire from the blast.—
—Fallout may ensue after impact.—
—Fallout is the result of a nuclear attack.—
—Fallout is deadly.—
—Fallout is invisible and will be everywhere outside.—
—Emergency Centers are now open.—
—Locations of all Emergency Centers have been sent via SMS.—
—The military has been mobilized and is currently assisting with evacuations in all major cities.—
—The Empress, her family, members of Parliament, and the Prime Minister are now in secure locations to ensure continuity of government.—
—Do not go outside. Seek shelter now. Seek a place of safety now.—

As the frenzy ensues, people race towards shelter in the basement of their homes, emergency centers, or follow the military to get away as far as possible of the blast. Then, in TVs left on by people running for their safety, the TV blares for the final time.

—Do not leave your shelter. Do not leave your home. Do not go outside.—

—Impact is expected within the next 3 minutes.—
—For all citizens still in major provincial towns and cities, Impacts have been confirmed at the following locations: Victoria City, New Londinium, Britannia, St-Honoré, Olympia, and
St-Marie.—
—Counter measures have been confirmed and launched.—
—Emergency Centers are now closed.—
—Martial Law is now in effect. All citizens must now cooperate with civil and military authorities.—

The bombs hit, and other than the sounds of explosions, there is a deafening silence.
