Backstory: The Xlatlan Star Mandate was established by the Prophet Ama Amatzin after the mythical home planet of the Xlatlan, Xlatla, was destroyed in a cataclysm. Amatzin helped the Xlatlan people escape by converting an asteroid into a massive ship. Ever since then the Star Mandate has migrated around the galaxy, exacting tribute from weaker nations to fuel its civilization.
Current situation: The Xlatlan Star Mandate is now a nomadic nation, slowly travelling about the stars. It has a number of tributaries clustered in its "territory".
