The Xuunay Citizen Republic is one of the more powerful factions in the Milky Way. Its origins can be traced back to 21st century when the Xuunay were still a pre-ftl species confined to their own solar system. During that time, the Destrexi system was a place full of conflict. Their government on their homeworld of Utrazta had to deal with secessionists, revolutionaries and insurrectionists on their interplanetary colonies. After they lost those colonies to them, more wars often broke out between these newly independent ex-colonies, and the Utrazta government. During these conflicts, the line between their civilian and military administrations began to blur, until the government was nothing more then a military junta. One of the policies that this military government instituted that had set the foundation of what is now the Citizen Republic were voting rights for those who were enlisted in the military. A new system of military democracy was set up in the hope that it will not only cause more people to enlist, but also to raise morale.

Eventually the Utrazta government defeated their enemies and took control of their ex-colonies again. In order to prevent even more conflict, the government decided to treat them as equal worlds instead of subjects of Utrazta. To do this, they founded an entirely new nation existing out of all the inhabited worlds in the Destrexi system called the Xuunay Citizen Republic. Although there were still some secessionist terrorist holdouts, this decision had for the most part helped with alleviating the unrest on the former colonies.

In the early 22st century, the Xuunay came across something really special in their own Kuiper belt. The wreckage of an alien spacecraft with a mostly intact warp drive. It was one of the ships that the Kzyn Assembly had used to try to save the Xuunay from the Nano-Crisis, but that was all completely unknown back then. The Xuunay created their own warp drives and used it to colonize nearby systems. Despite their militarism, the Citizen Republic formally only fought two wars after they went interstellar. The S.F.U-Xuunay War, which was a more of a skirmish for a few systems, and more recently, the Intergalactic War.

The political system of the Citizen Republic is a military democracy. Citizens can vote for one of the military branches to represent them. The branches they can vote for are the army, the space navy, and the wet navy. The two branches that currently have the most political influence are the army and the space navy, with the wet navy often being the tie-breaker. This is because the Xuunay never really had strong navies back on their homeworld, because of its geography. Instead of a large ocean with multiple landmasses like for instance Earth, Utrazta has a single large landmass with giant lakes on them. Citizenship and the right to vote are granted to those that have either served in the military or served the state in other meaningful ways. This form of government gives some military branches more political legitimacy. But despite or because of this, the Xuunay military has to deal with an almost crippling interservice rivalry.

The interservice rivalry between the army and the space navy is one of the things that the Citizen Republic is famous for. Their mutual loathing of the other side runs so deep that the army has their own spaceships and the space navy their own ground units. The lack of cooperation between the two sides was mostly the reason why they lost their war against the Federal Union, it was started by an ambitious army general and the space navy was not so subtly sabotaging it in order to ruin the army’s political career. It mostly worked, except for the part that their sabotage was exposed. This incident is one of the main reasons why the wet navy is growing in popularity. They are by many seen as the only branch that is actually focused on doing their job. In an effort to impress the other side, both the army and the navy sometimes builds a large but highly impractical superweapon. Some instances of superweapons that were build were a giant mech that sunk into the ground because all of its weight was distributed solely on its two feet, and an oversized, barely maintained battlestation that can theoretically destroy planets, but never had the chance to do so as operating this thing costs more then the space navy can afford.
