Article I - Government and Foundations

1. Hereby establishes Dreamina as a confederation of regions united under the banners of the region of Dreamina.

2. Establishes Rose moon as the official Lord Paramount of the Dreamina and its sibling regions.

a. This means that Rose moon is established as the head of state of all regions which are under the banner of the Dreamina.

b. Heads of government (Governors and Local Leaders) are part of the Heads of Government. They run the affairs of Dreamina's sibling and sibling regions as Heads of Government.

3. Rose moon will run government affairs in its entirety until a legislature is voted on by the people of the Dreamina. This effectively makes the Dreamina a constitutional monarchy in effect. This statement can be established as null and void when a democratic process or new government is formed.

Article II - Regional Foundations

1. Hereby establishes the motto In Somnis Veritas ("In dreams there is truth") for the region of the Dreamina. This will serve as the official motto of the region.

2. Regional governors and officials will be chosen and ratified by the Head of State until a legislature and government reforms are established. This has Rose moon serve as the official government of the region of the Dreamina. However, they will be allowed devolutionary powers in order to supplement the needs of the region.

3. Establishes the current banner of the Dreamina as a square flag with the words "Dreamina" in the center.

a. Also establishes the ability for modified versions of the flag to be flown for specific purposes like seasons, holidays, or events.

4. Ceremonial figureheads, governors, and monarchs: can be established by the Head of State to supplement the needs of a region

a. Also allows the Lord Paramount to have the ability to remove and place officials in power.

b. The Lord Paramount may also host elections for officials and leaders if needed.

c. The Lord Paramount has the full ability to void decisions made by officials and leaders.

Article III - Political Parties and Citizenship Rights

1. Political parties are legal by law. Any person whom wishes to establish an official political party, is allowed to do so. Political parties can run during hosted elections, governing positions, legislature, and other positions.

2. Freedom of speech and expression are protected. No government official shall use their powers to limit any citizen from exercising their freedom of speech on the Regional Message Board or in the Discord Server. Unless it goes against what is stated in Statement 3.

3. Incriminatory practices are practices which are not protected by the above statements. These are:

a. Abuse and Harassment.

b. Use of racial and sexual epithets.

c. Defamation.

d. Mass spamming on RMB or Discord.

e. Insubordination, except where such insubordination is done in order to not do or omit something that is commanded of a person which would make them liable to be prosecuted for a crime.

f. Nazism (No Nazi Parties Either)

Amendment 001-24: Organization of the Government of the Dreamina
(Ratified 7 April 2024, By the Imposed Powers of the Lord Paramount)

1. Upon the establishment of a government by the people of the Dreamina. Executive officers of the government of the Dreamina shall be bequeathed powers by the Lord Paramount as the Ministry of Ministers. Such officers of the Ministry shall be the:

The Minister of Ministers also known as the Minister of Administration, holds responsibility as the primary and leading officer of the Ministry of Ministers and as the head of government of the Dreamina, and is responsible for administrating the regional government and supervising fellow ministers,

Minister of Safety and Surety, responsible for ensuring regional defense and security as well as providing stability in the RMB and regional message services,

c. ☆☆☆
Minister of Cultural and Internal Affairs, responsible for organizing community events and encouraging the cultural activities of the region,

d. ☆☆
Minister of Roleplay Affairs, responsible for organizing and administrating the regional roleplay of the region,

e. ☆ ‎
Minister of Diplomacy and Communication, responsible for maintaining active and safe communications for the regional community and organizing recruitment efforts, and also interacting with foreign powers both big and small,

2. Elections for existing government positions under the executive government will be determined by the Lord Paramount until such time as organized elections may be held.

3. No legislative branch shall be formed yet until determined by the Lord Paramount. The Lord Paramount will be the primary officer presiding over judicial matters should it be deemed necessary.
