Chang Jae-Sun (born 23 April 1972) is the current Premier of the Socialist Republic of Great Kosŏn, having held the position since October 2015. A member of the Central Committee of the Workers' Party of Kosŏn, Premier Chang has set his sights on expanding Kosŏnin influence on the world, adopting a position of pragmatic diplomacy in a clear break from Kosŏn's previous isolationist diplomatic stance. This shift in policy has alarmed some observers, particularly those in liberal-capitalist nations, as socialism is once again poised to become a major ideological player on the world stage.

Born to a Tianxian father and Kosŏnin mother, Chang displayed an impressive intellect in school, excelling in both the physical and social sciences, although he performed poorly in physical education. While having seriously considered a career as a physicist, he instead opted to pursue further education in sociology and economics, intending to serve the cause of socialism as an official. Securing a scholarship to the prestigious Hwangsong State University, he continued to perform well in his studies, catching the eye of the Economic Directorate. After securing his PhD in economics, he was offered a position within the Directorate and granted Party membership, beginning his ascent through the state bureaucracy.

Initially assigned as a low-level local planner in his home region of Chagang, Chang proved to be both adept and dedicated to his role, feeling that he was helping to advance the socialist cause and improve the well-being of the people. He soon found himself at the head of the regional planning committee, and his successes in Chagang drew the attention of the Presidium, who marked him as a potential future member. Following the retirement of the Director of the Economy, Kae Shin-Hye, Chang was appointed to take her place, placing him as head of the State Planning Committee and giving him a position within the Presidium, making him one of the most powerful people in the country at the age of thirty-four.

As Director for the State Planning Committee, Chang oversaw a period of intensifying automation and focus on advancing Kosŏn's productive technologies, aiming at a developing a twenty-first century industrial base and staying ahead of the curve relative to the capitalist powers. Beyond this focus on integrating robotics and digital technology into the productive system, his time as Director was also characterised by elevated efforts to green Kosŏn's economy and push for net-zero greenhouse gas emissions, closing down the few remaining fossil-fuel power stations and constructing new nuclear and solar plants.
