My nation chose option 2, war, mainly due to low pacifism and influence. It is also due to how Gilbert would most likely not respond to anything other than force. He had been stubborn with previous conflicts and wouldn't change. Considering how Gilbert wouldn't respond to anything other than force and the fact he isn't respecting international borders means that war would be the only option.

I voted yes for the resolution proposal as I had agreed with the conditions of the resolution. War is the only way Gilbert would respond to anything and is also the only way to get him to respect international waters. I wasn't entirely on board with invading only the islands, but it would have been enough to try to get Gilbert to stop building islands outside of where he could.

The decisions made connects to the historical pattern of major powers following a pattern of growth, prosperity, and decline and powerful nations preying on weaker nations by how Gilbert was growing his nation. Gilbert was expanding his land out by making islands and, if he hadn't already, would probably prey on weaker nations around him to expand further. Gilbert already shown to be stubborn as he had been an issue with power struggles in his nation. The decision of war was probably the only option as he wouldn't listen to anything other than force.
