The Office's Analysis

The at-vote resolution, "Protecting the Rights of Labour Unions", is intended to serve as replacement for the recently repealed GA 530 "Fairness in Collective Bargaining". The concerns raised in the original repeal, mostly of vagueness and arising loopholes undermining the actual intent, have been addressed adequately by the proposal at hand, once again guaranteeing labour unions to be free from interference by the respective employers and maintaining workers' freedoms to associate with a union. Joining previous WA legislation, this will serve as vital pillar of the protection of workers' rights. Seems like a poorly-written and vague resolution to me in addition to the illegalities issues it has had. It is incredibly vague where it would benefit from going into more detail (eg. specify how labour unions are disallowed from discouraging employees from exercising their rights). There's plenty of room in a resolution, they should use it. Doesn't help that it appears like the author has been rushing to submission.
