The Foundations of a Region

The Cyrannus Star System was founded with the idea of being centered around the universe of Battlestar Galactica, a sci-fi television series from the mid-2000s (or at least the reimagined series was the focal point originally). The prospect of a future tech roleplay proved successful, attracting over 70 nations to the region within the first month of existence. The priority of the region is on building a community, with the roleplay setting and regional government there to provide things to do for everyone.

The roleplay setting is still being ironed out, the original world of Cyrannus opted to be replaced with a custom setting utilizing the same universe. The world of Cyrannus at the current moment is designed to set it apart from other future tech regions, having multiple nations per planet rather than multiple planets per player. Seeing multiple nations sharing one planet might give the feel of a more modern tech roleplay, that’s what gives the world a unique character to set it apart - you get the nation-state level of societal progress while merging it with space travel and warfare that doesn’t lend itself to a single galaxy inhabited by multi-planetary empires. Combine this with future technology that lends itself to something potentially obtainable to real life in a hundred or more years, and you have a world setting that lends itself to players looking for something familiar yet new. The first planet, Calimra, is already being populated by citizens, with plans for the second planet to be released eventually. While the setting might be an ambitious one, it also allows for expansion and adaptation when the need arises.

Cyrannus operates on a democratic regional government, the first having already been formed. The citizens have elected their first two Presidents, their first World Assembly Delegate, and their first Council Speaker between November and December. The second President has formed their cabinet, and alongside the Ministry of Operations, has formed the region’s first relationships with other regions. Among these include embassies with Caer Sidi, Res Publica, and Thalassia. Cyrannus looks forward to building their own community and image, in addition to interacting more with the wider world and making friends along the way.


Ministry of Foreign Affairs - Updated Embassy Criteria Proposal

On January 17th, 2020, Che Che, the Minister of Foreign Affairs, has proposed updating Cyrannus' current embassy terms. These new terms are as follows:

  • The region must have at least 30 nations.

  • The region must not have the invader or imperialist tags and cannot have a military dedicated to raiding.

Pallay, the founder of Cyrannus, has questioned these new updates saying that the terms violate Article XI Section I: "The Cyrannus Star System (abbreviated CSS) will maintain a neutral stance on defender/raider relations." Pallay questions why we would block invader and imperialist regions from requesting embassies if we are not blocking defender regions, as this would violate neutrality.

Che Che argues that raiders and imperialists have "a bad reputation" and believes having embassies with those regions would give Cyrannus a low reputation. Pallay returns the argument stating that it would still violate The Articles.

After Pallay and Che Che made further arguments, Che Che finally decided to change the proposed terms for updated embassy requirements. The terms are as follows:

  • The region must have at least 30 nations.

  • The region must have an active regional message board.

  • The region must be democratic.

Pallay is still not satisfied with these terms. Pallay questions what an active regional message board would look like and claims that our current embassy regions and even our regions lack an active message board. They further question what defines a democratic region. Che Che once again updates the terms to add more clarity as well as adding some more terms. The terms are as follows:

  • The region must have at least 30 nations.

  • The region must have an active RMB, an active RMB meaning an average of at least three posts per day.

  • The region must be democratic, which means the region's citizens elect at least one crucial government position.

  • The region must not be Nazi, fascist, nor racist.

As of February 2021, there has been no further discussion regarding this topic. It seems that the issue has lost priority in favor of the proposal to revise the constitution, which happened soon afterward.


Getting to Know Us - A Poll Series

Between October and November, and an extra one in January, the CSS ran a short series of polls to get to know the residents of the region better. In total, nine polls were run, with topics ranging from the favorite type of pie to what Hogwarts house each resident belonged in. The following polls were ran:

A Review of Cyrannus Star System Elections

The Cyrannus Star System ("Cyrannus" for short), which its founder Pallay only established on October 8th, 2020, has quickly grown to contain over eighty nations. The population manages to peak in the hundreds on occasion. Although the region remains small in size, it has a small functioning government. This article is going to give a brief review of every election up to this point.

A little over a week after the Cyrannus' founding, the region already grew to thirty members, and the region's World Assembly members elected its first World Assembly Delegate. Celtic Descendants, a now ceased-to-exist nation, was elected on October 19th, 2020, and held the position for a month while the region set up a more proper government.

On November 5th, 2020, the region met the requirements to initiate the region's first elections. The election opened three government positions: President, WA (World Assembly) Delegate, and Council Speaker. On November 15th, 2020, the first regional elections concluded, and the citizens of Cyrannus elected three nations into office.

Kelvaros Prime was the first president of Cyrannus. Cobosia was the first elected WA Delegate and second overall. They have held the WA Delegate position the longest. Finally, Aurelion Alpha was the first Council Speaker of Cyrannus.

Although Kelvaros Prime won the election by an overwhelming ten to zero, personal issues rendered them unable to fulfill their role as president. In December 2020, after nearly total inactivity from President Kelvaros Prime, Pallay proposed removing them from office and holding a special election to elect a new president in their place. The citizens of Cyrannus voted unanimously in favor of this motion. Therefore, a special election was held.

The nations Empari and Volkerben nominated themselves for president. On December 19th, 2020, the special election voting center opened for voting, which lasted until December 24th. On December 24th, the Voting Booth announced Empari as the winner of the special election.

Since Empari's election, they have established the Ministry of Foreign Affairs, the Ministry of Role Play, and the Ministry of Activity. Empari has also appointed ministers to the Ministry of Role Play and Ministry of Foreign Affairs.


Editorial - Why Change the Constitution?

Cyrannus has enjoyed a healthy life thus far. Founded on the 8th of October 2020 and sending its first recruitment telegrams out the next day. The Articles, the region’s constitution, were put in place before even the first nations joined outside of myself, something I wrote up early on. They aren’t perfect; they’re an unsightly mashup of aspects I’ve enjoyed across my time in NationStates without any real rhyme or reason behind them. They place too much on having high activity numbers compared to regional population, which in most cases isn’t reasonable for a region just looking to find its footing and way in the world. Personally, the concepts were concrete, but the execution on them for such a young region was not.

Sometime in December, I sat down and began rewriting them, finding the gaps that have shown their face in the time since they were put into place. The President’s office building their own ministries each term was a topic that cropped up often, both positively and negatively. The judiciary, something not necessary for a region this size, was being left empty and unused. It seemed the only parts of the Articles that were proving one hundred percent successful, at least in my eyes, were the Delegacy and the People’s Council. This excuses the articles that focus on elections or citizenship, but something needed a change before the government proved too frail to be anything engaging enough for the region.

When I sat down to rework the Articles, I knew that I wanted to eliminate the judiciary and iron and simplify the executive branch and make everything flow smoother. The People’s Council, and by extension the Council Speaker, were left alone with minor grammatical edits. The executive branch was completely redone, opting to place the founder at the head of the executive with set departments operating beneath covering various aspects of the region. This collapsed the once three separate articles into one executive government, with their primary functions. This condensing of multiple articles led to cutting the Articles down from twelve to six and split the regional government and administrative teams into two separate entities to ensure that out-of-character and in-character remained separate.

At the time of writing this piece, the proposal still sits in the discussion phase in Cyrannus’ People’s Council. Still, the support already shown for it has me hopeful that it will pass and lead to a more stable future going forward for Cyrannus. I’d rather see this taken care of now than have to deal with it later on down the road.
