Overview
This resolution is the replacement for the repealed GAR#27 "Freedom of Assembly" and aims to rectify the claimed problems in the said resolution. Member states are not allowed to take any action against any "non-violent" assembly for the purpose of articulating or advocating any belief or ambition unless the purpose is the prevention of "harmful activities". Section 5 also allows the restriction of assembly that would qualify as hate speech.

Recommendation
This replacement would finally put in place the rights to free assembly after the temporary loss of such landmark legislation. An atmosphere of free assembly would benefit leftist movements and open up opportunities for leftist agitation and organization.

Section 5 explicitly allows the curtailing of assembly if it is hate speech which would be a boon for the struggle against fascism as stated in the resolution: "hatred towards an individual or group of individuals motivated by their disability, nationality, race, religion, sexual orientation, gender identity, or another arbitrary, reductive categorisation.". The inclusion of "arbitrary, reductive categorisation" however is vague and might be potentially problematic.

For these reasons, the Communist Bloc's Ministry of World Assembly Affairs recommends voting FOR the General Assembly Resolution under vote "Right to Assemble".
