PWA Resolution - The Better Education Act

The Pocket World Assembly,

Observing that some member nations do not have quality education systems and/or do not have definitive education standards,

Seeing that some member nations lack necessary education policy,

Recognizing that member nations wish to have some degree of flexibility with their education policies,

Hereby,

1. Defines:

a. Public School as a school that is funded by government money and follows government rules

b. Private School as a school that is funded by private organizations or individuals and may or may not follow government rules

c. Charter School as a school that is funded by government money but operates independently of the government school system

d. Vouchers as payments to people by the government that are required to be used for certain purposes

e. School choice as giving parents the ability to send their kids to any private, charter, or public school they see fit for their kids

2. Requires that each member nation's annual expenditure on education, per student, shall equal or exceed an amount equivalent to 35% of that nation's per capita GDP..

3. Requires member nations to implement standards on school curriculums, focusing on Math and English. Member nations have the flexibility to decide what the standards are. Member nations also have the choice of implementing the standards at which ever level of government they see fit.

4. Requires high schools, both public and private, in member nations to design and teach at least one comprehensive course on STEM topics and at least one comprehensive course on financial topics. Middle and Elementary schools have the choice of providing similar courses but are not required to.

5. Requires member nations that have private and charter schools to provide a voucher system that gives grants to low and middle income families to send their kids to those private and charter schools. Member nations have the flexibility to design the system in what ever way they see fit. Member nations also have the choice of implementing the system at which ever level of government they want.

6. Allows member nations to implement public school choice if they choose to. Public school choice is not required, but if it is to be implemented, it can be designed and implemented in whatever way the nation chooses.
