Speaker's Guide

Introduction:

Welcome to FNR's official Speaker's Guide! This dispatch aims to help new Speakers of the region to properly put up legislature debates and votes.

A few things you'll need to know before getting started:

  • This dispatch consists of several sections, and each can be found under its appropriate title below.

    • Each section is labelled with either "Proposals" or "Nominations." Please follow the steps in only the sections designated for the kind of debate/vote you will be putting up.

  • Each section also has three subsections: Instructions, Templates, and Fields.

    • The Instructions section gives you the steps required to complete a specific duty of the Speaker.

    • The Templates section includes templates which you can copy and paste to help you complete these duties.

    • Each template has fields that you will need to fill in appropriately. The Fields section defines what these fields are and what needs to be put in them.

  • If you have any questions, please ask the author of this dispatch and former Speaker, My Nation.

This dispatch may look like a lot, but please don't be intimidated! With a little practice, all of this will come naturally to you. ;)


Proposals: Starting a Debate

Instructions

  • Post a message in the first available bill debate channel on FNR's Discord server.

  • Pin the message.

  • Post a message on FNR's RMB. If you are starting multiple debates at once, put them all in the same message, and simply repeat the spoiler with the debate information in it as many times as you need to.

  • Add the debate to FNR's TeamUp calendar. It should be under the category "Legislature" and it should have the "All Day" option selected. For now, make the calendar entry last for just today.

Calendar Entry Title:

{proposal name} Debate Session

Fields

{proposal name} = The title of the proposal.

{proposal author} = The author of the proposal. Ping them in the Discord message. In the RMB message, use their nation name. If there are multiple authors, list them all, and change "Author" to "Authors."

{proposal link} = A link to the proposal dispatch.


Proposals: Starting a Vote

Instructions

  • Post a message in the #bill-voting channel on FNR's Discord server. If you are starting multiple votes at once, put them up in separate messages, but remove the "@Citizen-Ping" from the second and later messages.

  • Also on FNR's Discord server, close the proposal's debate by unpinning the debate message and posting a message in the appropriate bill debate channel.

  • Post a message on FNR's RMB. If you are starting multiple votes at once, put them all in the same message, and simply repeat the spoiler with the vote information in it as many times as you need to.

  • Add the vote to FNR's TeamUp calendar. It should be under the category "Legislature" and it should have the "All Day" option selected. Make the calendar entry last for today, tomorrow, and the day after (for example, October 21-23).

  • Also on FNR's TeamUp calendar, edit the date of the calendar entry for the debate. It should now last until the day before the calendar entry for the vote.

RMB Message:

Voting will run for 72 hours from the exact time this message was posted.  To vote, please visit our regional Discord server OR telegram your vote (aye, nay, or abstain) to the current Speaker.

[b]Voting on both Discord and by telegram will cause both votes to be declared invalid.[/b]  Please keep in mind that if you are not a citizen of The Free Nations Region, your vote will not be counted.[/spoiler][spoiler=Citizen-Ping]{citizen list}[/spoiler]

Calendar Entry Title:

{proposal name} Voting Session

Fields

### = The number of the vote you are starting. This number should be three digits long, and greater than the number of the previous vote by 1. This number resets to 001 after it reaches 999.

MM = The month that the vote was started, in numerical form. This number should be two digits long.

YY = The year that the vote was started, in numerical form. This number should be two digits long.

{proposal author} = The author of the proposal. Ping them in the Discord message. In the RMB message, use their nation name. If there are multiple authors, list them all, and change "has proposed" to "have proposed."

{proposal name} = The title of the proposal.

{proposal link} = A link to the proposal dispatch.

{citizen list} = A list of all of the nations that hold citizenship in FNR. Use this dispatch to obtain the list. Remove all nations which have CTEd from the list.


Proposals: Ending a Vote (to be done three days after starting the vote)

Instructions

  • Post a message in the #bill-voting channel on FNR's Discord server. If you are closing multiple votes at once, put up the results in separate messages.

  • Post a message on FNR's RMB. If you are closing multiple votes at once, put all the results in the same message, and simply repeat the template as many times as you need to, but only quote the votes at the very top of the message. Put a line break between each of the templates.

  • Archive the proposal — for now, just ask a moderator to do this for you.

Fields

### = The number of the vote you are closing. This number should be three digits long.

MM = The month that the vote was started, in numerical form. This number should be two digits long.

YY = The year that the vote was started, in numerical form. This number should be two digits long.

PASS/FAIL = Indicate whether the vote passed or failed, in capital letters. An approval rate of greater than 50% means that the vote passed.

# = Count up all the votes cast, and insert these numbers into the appropriate areas.

{percentage} = The approval rate of the vote, in percentage form. Use the following formula to calculate the approval rate: total aye ÷ (total aye + total nay) × 100. Round your result to the nearest hundredth.

{vote quote} = Quote the RMB message in which you started the vote. Remove the "Citizen-Ping" spoiler so that you don't ping everybody again.


Nominations: Starting a Vote

Fields

{nominator} = The person who proposed the nomination. Ping them in the Discord message. In the RMB message, use their nation name.

{nominee} = The person who is being nominated. Ping them the first time you mention them in the Discord message. In the RMB message, use their nation name.

{position} = The position the nominee is being nominated for.

{length of time} = The length of time the nominee will hold the position for if confirmed.

{citizen list} = A list of all of the nations that hold citizenship in FNR. Use this dispatch to obtain the list. Remove all nations which have CTEd from the list.


Nominations: Ending a Vote (to be done three days after starting the vote)
