Overview
The Confoederatio Galacticum, also known as the Galactic Confederation, is an non-centralized organization that was created to encourage international cooperation between all space-agencies, mainly those space-agencies who have at least one space-colony. It`s main function is that of acting as a supervisor of all space-colonies and to prevent any possible hostile actions between those said colonies. It`s acts are overall decided by all members, though certain subdivisions do exist in the form of the Confederate Council.
History
The Confoederatio Galacticum was first created on the 15th of February, 2033, after the proposal of the Aragrenian Colony of Europa to create a interstellar union between all space-colonies, in order to minimize any possible conflicts between the multiple colonizers. The idea was to let all colonies and colonizers be free to decide what they wanted, but to have an overarching "guardian" that would keep an eye on all colonies and make sure that no colonizer would get the idea of possibly attacking the colony of another completely unprovoked.

The Confederate Council
The Confederate Council is the main governing body of the Confoederatio Galacticum. All members of the Confoederatio Galacticum are automatically in the Confederate Council, though each nation on Earth can only have one colony in the council. Independent galactic nations/unions/tribes/etc. are a part of the council though, no matter what nation was their previous owner, unless those galactic nations/unions/tribes/etc. show a clear allegiance to their previous owner. Every member can join or leave anytime, unless a member is explicitely banished from the Confoederatio Galacticum through a vote.
The Confederate Council is divided between the Chancellor, the Swordsmen, and the normal members.
The Chancellor
The Chancellor is the elected head space-colony/nation/union/tribe/etc. who acts as the main supervisor of the confederate council. The Chancellor`s power lies within the ability to either accept or reject a proposed action by the Confederate Council. The Chancellor also acts as the main representative of the council and the Confoederatio Galacticum itself, and can appoint 1 out of the 5 Swordsmen. He cannot, however, participate in the Confederate Council votes.
The vote for the chancellor always occurs every 5 years. A chancellor cannot be elected more than twice in a row, but can candidate again after a different chancellor was elected before him.
The Swordsmen
The Swordsmen of the Confederate Council are in charge of enforcing any decided action by the Confederate Council. They are usually the members with the greatest military powers. They must obey all orders of the Confederate Council, but can step down at any time.
There can be in total at most 5 Swordsmen. They are elected every 8 years, with 1 of the Swordsmen being directly appointed by the Chancellor.
The members
Every space-colony/nation/union/tribe/etc. who fulfills the necessary requirements to join the Confederate Council and is a part of the Confoederatio Galacticum is automatically a part of the Confederate Council. Every member (including the swordsmen but excluding the Chancellor) can propose anything to be voted on in the Confederate Council, as long as it is not clearly uncontributive to the Confoederatio Galacticum and it`s members. This includes any new laws, military/economic actions, banishments of certain members, etc. Every member, including the swordsmen, have one vote in each vote. That vote is the same for all members. No member has a more valuable vote than another.
