Charter of the Second Triumvirate of Yut

Note: This document is a copy of the LinkCharter of the Second Triumvirate of Yut as drafted by Macisikan in collaboration with Sunset, Menelmacar, Tarasovka, and Kajal. The wording of this document may be revised to correct issues arising from any Out-of-Character misunderstandings or omissions, upon agreement of the player parties. These changes shall not be considered as In-Character amendments unless otherwise stated.

In the event of disagreement between the two documents, including but not limited to technical limitations that may change the numbering or ordering of sections, the Linkoriginal document will be taken as the valid wording.

This document is inspired by Scolopendra's original Charter of the Triumvirate of Yut and forms the basis of the renewed alliance.

Pact of Mutual Cooperation, Defence, and Free Trade

The Second Triumvirate of Yut

We, the States Party of this Second Triumvirate of Yut, determined
    to protect ourselves and each other, and
    to reaffirm faith in the fundamental rights of sentients, in the dignity and worth of the person, and
    to promote social progress and better standards of life in larger freedom,


And for these ends
    to practice tolerance and live together in peace with one another as good neighbours, and
    to unite our strength to maintain international peace and security, and
    to aspire, by the acceptance of principles and the institution of methods, that armed force shall not be used, save in the common interest,


Have resolved to combine our efforts to accomplish these aims
    Accordingly, our respective Governments, through representatives assembled at the Great Hall of the Old Duma of Mars, who have exhibited their full powers found to be in good and due form, have agreed to the present Charter of the Second Triumvirate of Yut, as follows:

Article 1: Purposes and Powers

  1. The States Party to this Treaty declare that their intentions in formulating this Treaty are to:

    1. Provide for the common defense of all States Party;

    2. Provide for the common cause and welfare of all States Party;

    3. Provide an ordered structure for peaceful relations between all States Party;

    4. Provide an ordered structure for decision making on matters of common concern between all States Party that are placed by their agreement within the purview of this treaty; and

    5. Any other purposes determined in the future by common consensus that are needed.

  2. This Treaty creates the Second Triumvirate of Yut.

  3. This Treaty supersedes the Charter of the Triumvirate of Yut, and releases any State Party to the Charter of the Triumvirate of Yut from their obligations under said Charter upon their accession to or ratification of this Treaty.

Article 2: Membership


Part 1: States Party; Full Members

  1. The States Party may, by a two-thirds vote, invite any other Polity in a position to further the principles of this Treaty to accede to this Treaty.

  2. Any Polity so invited may become a State Party to the Treaty by depositing its instrument of accession with the Governments of the Eternal Ascendancy of Menelmacar, the Republic of Sunset, and the Federated Imperium of Kajal.

  3. Members of the First Triumvirate of Yut, as listed in Appendix IV, are hereby invited to accede to this Charter as Antecedent Members.

  4. The aforementioned governments will inform each of the States Party via the Governing Council of the deposit of each such instrument of accession.

  5. Each State Party acceding to this Treaty does so accepting the provisions of this Treaty in full, without exception, omission, or reservation.

  6. With regards to protocols to this treaty:

    1. Adoption of the Declaratory Protocol on the Rights of Sentience shall be a mandatory condition for attaining full membership; otherwise

    2. The adoption of an Optional Protocol may not be made a condition of attaining Full Membership.

  7. Each State Party acceding to this treaty becomes a member of the Second Triumvirate of Yut, such polities being Full Members, with the list thereof to be entered into Appendix I of this Treaty in the order in which they joined the Full Membership, together with the RL date of their joining.

Part 2: Associate Members

  1. The Governing Council may, by a two-thirds vote, invite any other Polity to enter into association with the Second Triumvirate of Yut, such polities to be deemed Associate Members, with the list thereof to be entered into Appendix I of this Treaty after the list of Full Members.

  2. By accepting such an invitation to become an Associate Member, a polity declares as follows:

    1. All conflicts between them and the Full Members are resolved;

    2. They shall undertake to refrain from any warlike act, being any act of violence, any aggressive action, or any attack against any of the Full Members, whether individually or jointly with other powers;

    3. They shall respect the territory of the Full Members, extending full faith to, and respect of, the territorial integrity of the Full Members, including Diplomatic Missions, at all times insofar as is possible;

    4. In the event of any Full Member becoming the object of warlike or aggressive acts, as defined, on the part of a third power, and upon the Full Member’s status as such being communicated to the Associate Member, refraining from supporting that third power in any form, with the exception that the Associate Member may render humanitarian aid to civilians and non-combatants without discrimination so long as said rendering does not:

      1. Knowingly harbour, aid, support or provide for the third power, nor its forces nor military allies, nor any extra-national combatant force or militia aligned with the third power, including but not limited to air forces, naval ships, land forces, agents, or those undertaking to procure the goods and supplies of war;

      2. Actively or covertly assist any force or agents of the third power, nor the militarily allied force of the third power, nor any extra-national combatant force or militia aligned with or assisting the third power, through either force of arms or other support; or

      3. Conspire or support a conspiracy to influence the outcome of armed combat through overt or covert means, excepting efforts to mediate or negotiate a truce or end to the conflict:--

    5. They will remain in contact with the organisation of the Second Triumvirate of Yut through continuous consultation in order to inform each other concerning questions affecting their mutual interests; and

    6. In the event of disputes or conflicts arising between the Associate Member and one or more Full Members, the parties involved shall undertake to clear away those disputes or conflicts by means of friendly exchanges of views, negotiation, conciliation, or arbitration under the auspices of mutually agreed third parties.

  3. The provisions of Section 2 of this Part apply on a vice-versa basis to the Full Members, and upon accession to Full Membership each Full Member declares that those provisions apply to them with regards to the Associate Members.

  4. The following conditions apply to invitations to Associate Membership:

    1. It is a necessary precondition for consideration for Associate Membership that the potential Associate Member have a healthy respect in law for the rights of sentient beings; and

    2. It is a necessary precondition for consideration for Associate Membership that the potential Associate Member prohibit slavery.

  5. The Governing Council may withdraw the status of Associate Membership at any time should that Associate Member breach their obligations under this Part, including in the preconditions for invitation, but in doing so must communicate that withdrawal with all haste and speed to the former Associate Member, together with the genuine reasons for the withdrawal.

  6. The adoption of an Optional Protocol may not be made a condition of accepting the invitation to Associate Membership.

Part 3: Heritage Members

  1. Those Full Members whose nations have Ceased To Exist shall be deemed Heritage Members.

  2. Heritage Members shall be moved to a list below the Associate Members in the first Appendix to this Treaty.

  3. In the counting of votes of the Governing Council, questions of membership, and related matters, Heritage Members shall not vote, nor shall they be counted in the numbers required to determine majorities or quorums.

  4. Upon a reversal of circumstances, Heritage Members shall be returned to their status and place as Full Members.

  5. A Full Member shall be moved to the Heritage List, and thereby be subject to the provisions above if for two consecutive months that Full Member, without the permission of the Governing Council, fails to attend the Governing Council; a Full Member may by their request be moved to the Heritage List and subject to the provisions above if circumstances compel their absence.

Part 4: Removal and Related Matters

  1. If a Full Member is in breach of its obligations to this Treaty, the Governing Council may;

    1. Vote to place sanctions of trade upon that Member;

    2. Vote to suspend that Member from the Second Triumvirate of Yut, temporarily withdrawing all benefits and protections enjoyed and conferred by the status of Full Membership, to be returned at such a time as the Governing Council deems fit;

    3. Vote to expel that Member from the Second Triumvirate of Yut; or

    4. Vote to take other actions as the Governing Council deems fit and appropriate.

  2. In the question of expulsion of a Full Member from the Second Triumvirate of Yut, a two-thirds majority is required.

  3. The provisions of Section 1 of this Part apply to Associate Members, but only a simple majority shall be required to effect the withdrawal of Associate Status.

  4. The Associate Members shall be permitted to place incidents of breach of the Treaty by a Full Member before the Governing Council for consideration or action.

Article 3: Coordination of Relations and the Peaceable Settlement of Disputes

  1. The Full Members agree that they shall, through the Governing Council consult, coordinate, and harmonise their foreign policies.

  2. The provisions of the previous section shall not infringe upon the internal sovereignty of any Full Member.

  3. The Full Members agree to resolve disputes between them by peaceable means in accordance with the standards of civilised diplomacy.

  4. Disputes between the Full Members may be subject to determinations made by the Governing Council as to the settlement thereof, which shall be binding on the parties to the dispute.

  5. The Full Members will contribute toward the further development of peaceful and friendly international relations by strengthening their free institutions, by bringing about a better understanding of the principles upon which these institutions are founded, and by promoting conditions of stability and well-being.

Article 4: Common Defence

  1. In order more effectively to achieve the objectives of this Treaty, the Full Members, separately and jointly, by means of continuous and effective self-help and mutual aid, will maintain and develop their individual and collective capacity to resist armed attack.

  2. The Full Members will consult together whenever, in the opinion of any of them, the territorial integrity, political independence, or security of any of the Full Members or any territory or polity under their protection is threatened.

  3. The Full Members agree that:

    1. An armed attack against one or more of them shall be considered an attack against them all; and consequently agree that

    2. If such an armed attack occurs, each of them will assist the Full Member or Members so attacked by taking forthwith, individually and in concert with the other Full Members, such action as is deemed necessary to restore and maintain the general security.

  4. For the purpose of the previous section, an armed attack on one or more of the Full Members is deemed to include, but is not limited to, an armed attack:

    1. On the territory of any of the Full Members; or

    2. On the forces, vessels, or craft of any of the Full Members.

  5. The Full Members shall formally arrange to share information on matters of mutual concern and relevance, excepting in cases that would violate preexisting arrangements.

  6. The Full Members may, by majority decision, activate the Second Triumvirate of Yut’s Combined Services:

    1. Upon such activation, all Full Members shall be required to supply an amount of moneys, materiel, and personnel to the aforementioned Combined Services, to be agreed in the motion of activation, and subject to regular review and revision;

    2. The Combined Services shall constitute a standing force, answerable to the Governing Council established by this Treaty, and under a military command appointed by the same;

    3. The Deployment of the Combined Services shall require agreement by the Governing Council;

    4. The Combined Services may be deactivated by a two-thirds majority vote of the Full Membership.

  7. Neither the Second Triumvirate of Yut as a whole, nor any of the Full Members, are required to participate in any aggressive military action initiated by any Full Member or Members.

  8. An ongoing non-mutual defence military action conducted under the auspices of this Treaty must be immediately ceased if so ordered by the Full Membership.

  9. An Associate Member may, by a motion from the Full Membership, be invited to be considered, and to participate as, a Full member for any or all of the preceding sections of this Article 4, subject to the following considerations:

    1. That Associate Member must agree to the invitation so made;

    2. Such motion specifies which sections are being considered and offered;

    3. Each such motion only considers one Associate Member at a time; and

    4. This invitation may be time-limited or perpetual in the duration of its operation, or limited in operation to a specific operation or situation, but must state this;

    5. This invitation must be accepted within seven (7) days of being made or it shall lapse; and

    6. this invitation may be overturned by:

      1. A motion of the Full Membership declaring such; or

      2. The Associate Member advising in writing that they wish to withdraw from this consideration; and

      3. Such overturning shall take effect no less than seven (7) days after the receipt of advice by the Associate Member of the motion overturning, or the receipt of notice to withdraw by the Secretariat of the Triumvirate, as the case may be.

    7. Any such invitation is voided, immediately, and the Associate Member expelled from the Triumvirate and declared hostile, should they knowingly and willingly, with malice, give aid and comfort to a polity engaged in warlkike actions against the Full Members or any Associate the recipient of an active invitation under this Section.

Article 5: Commonality of Trade and Welfare

  1. All Full Members shall undertake to have free trade in ideas and products between them.

  2. Full Members shall not put tariffs on products from other members, and will undertake to recognise and come to mutually acceptable arrangements relating to intellectual property rights.

  3. All Full Members shall accord freedom of movement between them, only restricting such movement in cases of extreme emergency, including but not limited to quarantine and martial law situations.

  4. Any emergency in any Full Member shall be responded to by all other Full Members with aid.

  5. The Full Members may invite Associate Members to partake in the arrangement created by this article.

Article 6: Compatibility

Each Full Member declares that none of the international engagements now in force between it and any other of the Full Members or any third Polity is in conflict with the provisions of this Treaty, and undertakes not to enter into any international engagement in conflict with this Treaty.

Article 7: Organisation and Governance

  1. The Full Members hereby establish a Governing Council, on which each of them shall be represented, to consider matters concerning the implementation of this Treaty, and to coordinate the actions of the Second Triumvirate of Yut as a whole.

  2. The Governing Council shall be so organised as to be able to meet promptly at any time, but until the Council otherwise provides, the presence of at least one-third of the whole number of members of the Council, rounded up to the nearest whole number, or three members, whichever is greater, shall be necessary to constitute a meeting of the Council for the exercise of its powers.

  3. The Governing Council may set up such subsidiary bodies as may be necessary.

  4. Decisions on questions before the Governing Council, excepting the Amendment of this Treaty, questions of membership as covered under Article 2 of this Treaty, and matters of Common Defence as declared under Article 4 of this Treaty, shall be decided by a simple majority vote of the full membership of the Full Members.

  5. In all votes before the Governing Council, each Full Member shall have one vote, and when the votes are even the question shall pass in the negative.

  6. There shall be an Executive Committee of the Governing Council:

    1. In the first instance the Executive Committee Shall consist of the Eternal Ascendancy of Menelmacar, the Republic of Sunset, and the Federated Imperium of Kajal;

    2. The term of a member of the executive committee shall expire after a period of six (6) RL months, whereupon that position shall become vacant, and the Full Membership shall nominate from amongst themselves a replacement, who, upon receiving at least two (2) endorsements from among the Full Membership, and the agreement of the majority, subject to the agreement of the continuing members of the Executive Committee, shall assume the vacated position;

    3. The above process for election shall take place should any member of the Executive Committee cease to exist, or resign from that position, with the Member so elected serving out the remainder of that Executive Committee member’s term;

    4. For the first set of members, their terms shall elapse at two (2), four (4), and six (6) months from the commencement of this Charter, chosen by lot, such that every two (2) months thereafter a place on the executive committee is vacated:

      1. The first member of the Executive Committee whose term shall elapse is The Republic of Sunset, and that term shall be the two (2) month term;

      2. The second member of the Executive Committee whose term shall elapse is the Federated Imperium of Kajal, and that term shall be the four (4) month term;

      3. The third member of the Executive Committee whose term shall elapse is the Eternal Ascendancy of Menelmacar, and that term shall be the six (6) month term;

      4. This section (d) shall expire after the end of the Eternal Ascendancy of Menelmacar’s first term on the Executive Committee:--

    5. No Full Member may serve for more than two (2) consecutive terms on the Executive Committee, but this section shall not impede any Full Member from serving for any number of cumulative terms on the Executive Committee so long as no more than two (2) terms are served consecutively, and this section shall not operate unless there are six (6) or more active Full Members;

    6. The Executive Committee shall have, subject to this Treaty:

      1. Jointly, by majority amongst themselves, the power of veto over a decision of the Full Membership, which may only be overturned by a three-fourths majority vote of the Full Membership; and

      2. Such other powers as the Governing Council shall be pleased to delegate to it, to be recorded in the third appendix to this Treaty:--

    7. Should a member of the Executive Committee be subject to Article 2, Part 3, their place is considered vacant, and a byelection, conducted as though it were a regular election, shall be required to select a Member to serve the remainder of their term.

  7. The Governing Council shall be vested with the power to decide on invitations to Full Membership, offers of Associate Member status, and other decisions concerning the Second Triumvirate of Yut and this treaty.

  8. Subject to this treaty, the Governing Council shall have the power to determine its procedures, and the results of such determinations shall be recorded in the second appendix to this treaty.

  9. The Associate Members shall, by default, have the right to observe the proceedings of the Governing Council, and to counsel, advise, and warn the Full Membership on actions between them; but

    1. The Associate Members may not under any circumstances be permitted to vote; and

    2. The Full Members may, by majority vote, enter into closed session and exclude any or all of the Associate Members from the proceedings.

Article 8: Other Matters

  1. The Governing Council may establish Optional Protocols to this treaty.

  2. Optional Protocols may be adopted by any Full Member, and when so adopted shall be considered binding upon the adoptee as if it were original text of this treaty, and may be, by specific provision therein, opened to adoption by Associate Members with the same binding status.

  3. An Optional Protocol may be renounced or withdrawn from without endangering the status of a polity as a Full or Associate Member.

  4. Optional Protocols may only be adopted on an all-or-nothing basis.

Article 9: Ratification and Implementation

  1. This Treaty shall be ratified and its provisions carried out by the Full Members in accordance with their respective constitutional processes.

  2. The instruments of ratification shall be deposited as soon as possible with the Secretariat of the Governing Council, which will notify all the other signatories of each deposit.

  3. The Treaty shall enter into force between the States which have ratified it as soon as the ratifications of the Eternal Ascendancy of Menelmacar, the Republic of Sunset, and the Federated Imperium of Kajal have been exchanged, and shall come into effect with respect to other Polities on the date of the deposit of their ratifications.

  4. Should the number of active and participating Full Members fall below three (3) States Party, the treaty is in abeyance until the number of active and participating Full Members rises to three (3) or more.

Article 10: Review

  1. After the Treaty has been established, the Full Members shall, if any of them so requests, consult together for the purpose of reviewing the Treaty, having regard for the factors then affecting peace and security, including the development of universal as well as regional arrangements for the maintenance of international peace and security.

  2. This review may be addressed within the Governing Council.

  3. Any revision will only come into effect only after and by a two-thirds agreement of the Full Members.

  4. Regarding the role of Associate Members in the review process:

    1. An Associate Member may provide advice and counsel on proposals for alteration placed before the Full Membership; and

    2. Associate Members may suggest alterations to the Treaty for the Full Membership to consider; but

    3. Alterations proposed by Associate Members will not come to a vote without the support of at least one (1) Full Member; and

    4. Associate Members may not vote on any alterations proposed, with the exception of alterations to Article 2, part 2 as those affect the membership status of Associate Members and their obligations under the treaty.

Article 11: Withdrawal

  1. Any Full Member may cease to be a State Party one (1) RL week after its notice of denunciation of this Treaty has been given to the Secretariat of the Governing Council and to the members of the Executive Committee, which will inform the Governments of the other Full Members via the Governing Council of the deposit of each notice of denunciation.

  2. An Associate Member may renounce its status as such by communication to the Governing Council, which shall take effect one (1) RL week after such notice is given.

  3. The Governing Council shall have the power to shorten or extend the withdrawal period, with the assent of the withdrawing party.

  4. The States Party agree that any unilateral repudiation of this Treaty, including withdrawal from the organisation, with less notice than is provided for in the preceding sections, may be considered an Unfriendly Act to all remaining States Party, including Full Members, Associate Members, and Heritage Members.

Appendix II: Procedural Rules of the Governing Council

Article Seven, Section Eight, states as follows:

    8. Subject to this treaty, the Governing Council shall have the power to determine its procedures, and the results of such determinations shall be recorded in the second appendix to this treaty.

This appendix contains a list of the rules made under that Section.


I: Grace Period

  1. When a proposal is brought before the Governing Council (the Council), the voting on that proposal will remain open for a period of twenty-four standard hours unless the following procedure be invoked;

    1. Three quarters of those members who have voted on the motion agree that the matter is urgent and immediate; whereupon

    2. The vote may proceed immediately to a close; but only if

      1. At least three quarters of those votes are cast in favour; and

      2. Both the quorum necessary for the conduct of business, and the necessary majority of members for approval of the question before the Council, are met.

    3. If the above requirements are not met, then the vote shall proceed as per normal, to close after the period of twenty-four standard hours.

  2. The existence of a grace period shall not prevent other proposals being laid before the Council for a vote to a limit of three (3) concurrent proposals.

  3. If a Full Member does not register a vote by the close of voting, that member is considered to have abstained from the matter before the Governing Council.

  4. If a proposal receives a unanimous vote either in favor or against from the full membership of the Council, that proposal will be immediately deemed to have passed or failed, as appropriate, the above provisions notwithstanding.

Appendix III: Delegations to the Executive Committee

Article Seven, Section Six, Subsection (f), states as follows:

    f. The Executive Committee shall have, subject to this Treaty:
      i. Jointly, by majority amongst themselves, the power of veto over a decision of the Full Membership, which may only be overturned by a three-fourths majority vote of the Full Membership; and
      iii. Such other powers as the Governing Council shall be pleased to delegate to it, to be recorded in the third appendix to this Treaty.

This appendix contains a list of the delegations made under Subsection (f)(ii).


I: Antecedent assent to Heritage Status

  1. Under Article 7, Section 6(f)(i), the Governing Council delegates to the Executive Committee the power to agree to the placement of any Antecedent Member on the Heritage List at the request of that Antecedent Member, without requiring a vote by the Governing Council; and

  2. Any single member of the Executive Committee may exercise the aforementioned power by formally advising the Governing Council of the Antecedent Member's Request.

Appendix VI: Alterations and Amendments


First Alteration
Proposed 3 May 2022; agreed 4 May 2022
In article 4, insert Section 9 as follows:

    9. An Associate Member may, by a motion from the Full Membership, be invited to be considered, and to participate as, a Full Member for any or all of the preceding sections of this Article 4, subject to the following considerations:
    1. That Associate Member must agree to the invitation so made;

    2. Such motion specifies which sections are being considered and offered;

    3. Each such motion only considers one Associate Member at a time; and

    4. This invitation may be time-limited or perpetual in the duration of its operation, or limited in operation to a specific operation or situation, but must state this;

    5. This invitation must be accepted within seven (7) days of being made or it shall lapse; and

    6. This invitation may be overturned by:

      1. A motion of the Full Membership declaring such; or

      2. The Associate Member advising in writing that they wish to withdraw from this consideration; and

      3. Such overturning shall take effect no less than seven (7) days after the receipt of advice by the Associate Member of the motion overturning, or the receipt of notice to withdraw by the Secretariat of the Triumvirate, as the case may be.

    7. Any such invitation is voided, immediately, and the Associate Member expelled from the Triumvirate and declared hostile, should they knowingly and willingly, with malice, give aid and comfort to a polity engaged in warlike actions against the Full Members or any Associate the recipient of an active invitation under this Section.

Second Alteration

The States Party agree that any unilateral repudiation of this Treaty, including withdrawal from the organisation, with less notice than is provided for in the preceding sections, may be considered an Unfriendly Act to all remaining States Party, including Full Members, Associate Members, and Heritage Members.

Third Alteration

In Article 10, insert section 4 as follows:
    4. Regarding the role of Associate Members in the review process:
    1. An Associate Member may provide advice and counsel on proposals for alteration placed before the Full Membership; and

    2. Associate Members may suggest alterations to the Treaty for the Full Membership to consider; but

    3. Alterations proposed by Associate Members will not come to a vote without the support of at least one (1) Full Member; and

    4. Associate Members may not vote on any alterations proposed, with the exception of alterations to Article 2, Part 2 as those affect the membership status of Associate Members and their obligations under the treaty.

Fourth Alteration
Proposed 04 February 2023; agreed 05 February 2023


Covering Clauses

  1. The Full Members of the Triumvirate of Yut, seeking to streamline the governance and operation of the Alliance, have agreed to the following amendment relating to the Executive Committee.

  2. So long as this Alteration remains in effect, where provisions of the original text of the Treaty and this Alteration are inconsistent, the former shall be invalid and the latter shall prevail, but only to the extent of the inconsistency.

  3. An addendum to this Alteration is a part of it.


Operational Clauses

  1. Section 6 of Article 7, subsections (b) to (e) inclusive, are placed in abeyance, and the following methods and mechanisms shall be employed to fill the positions of the Executive Committee:

    1. So long as the Full Membership consists of those six States Party extant and Full Members at the time of the initiation of this alteration, the Executive Committee Membership shall rotate in the following manner, with each member serving a three-month term on the Executive Committee:

    3. The provision of subsection (b) of this section shall be implemented in line with examples provided in the addendum to this Alteration, which are illustrative.

  2. The Terms of each member of the Executive Committee shall commence, without interruption, on the first day of the relevant month and expire at the end of the last day of the relevant month.

  3. Should circumstances arise whereby a member of the Executive Committee is unable to discharge their duties and is thus temporarily indisposed they may, with the consent of the other two members, deputise either the State Party who had previously held their seat, or the State Party who is next to hold their seat, to exercise their powers for the duration of their period of temporary indisposition.

  4. Should the total number of Full Members be less than five (5), the Executive Committee shall cease to operate or function, and all provisions regarding the membership thereof shall cease to have effect, with all powers thereof reverting to the whole body of Full Members.


Duration of Effect

  1. The provisions of Section 3 of this Alteration shall cease to have effect when the total Full Membership is greater than twelve (12) States Party, and the provisions of the Treaty relating to elections and terms of six months shall come back into effect, with the seat that is next to expire and rotate being the first to be elected, and the terms of the other two seats being adjusted accordingly and automatically so as to maintain the two-month gap between elections to the Executive Committee.

  2. Should the total Full Membership become greater than twelve (12) States Party, and subsequently become equal to or less than that number, the previous section shall become inoperative and the other provisions of this Amendment relating to the rotation shall come into effect, with the first rotation commencing when the next election would have been held, and the terms of the other two seats being adjusted accordingly and automatically so as to ensure that each term is now three months in duration.

    A new Full Member joins during the term of the Republic of Sunset (ROS) (the letters “EC” denote EC membership).

    *In this example, the ROS is the member whose three-month term is about to expire; thus, the New Member enters the rota between the EAM and the ROS. In month 13 (not shown), the Executive Committee would consist of the EOT, GRA, and GCC.


    Example 2: Heritage Member returns to Full Status
    A Heritage Member returns to Full Status during the term of the Great Civilisation of the C’tan (GCC) (the letters “EC” denote EC membership).

    *In this example, the GCC is the member whose three-month term is about to expire; thus, the Heritage Member enters the rota between the GRA and the GCC. In month 13 (not shown), the Executive Committee would consist of the GRA, GCC, and EAM.

Declaratory Protocol on the Rights of Sentience


The Protocol

  1. For the purposes of this Protocol, sentience is defined as having all the capabilities of:

    1. Usage of language to communicate complex abstract ideas;

    2. The ability to come to conclusions given insufficient data (leaps of intuition); and

    3. The ability to form original ideas (creativity).

  2. Sentience is independent of the form it takes, be it the various forms of organic or electronic life; a being in possession of sentence is a sentient being.

  3. All sentient beings are entitled to compensation for work; slavery in all forms is hereby prohibited in all the States Party to this Protocol.

  4. All sentient beings are entitled to fair and equal consideration by the governments and total societies of the States Party to this Protocol, including all branches at all levels of government.

  5. All sentient beings are entitled to free peaceful movement and communication inside and between the States Party to this Protocol.

  6. All States Party to this Protocol are required to give effect to the provisions herein through domestic law.

  7. A failure to adhere to the provisions of this Protocol by an adoptee constitutes a breach of the obligations of the treaty to which it is attached.

  8. This Protocol may be adopted by Associate Members.
