The Greater Cesnica Personal Weapons Act (GC-PWA)

Introduced May 22, 1702 - Last revised February 23, 2022.

Revision #17 - Concerning semi-automatic rimfire firearms.

Bill GC-7377: The Greater Cesnica Personal Weapons Act



Pursuant to the Constitution of the United Republic of Greater Cesnica, Bill GC-7377: the Greater Cesnica Personal Weapons Act (GC-PWA) is henceforth enacted into law.


The purposes of the Greater Cesnica Personal Weapons Act are as follows:

  • To establish parameters under which citizens may lawfully possess weapons.

  • To ensure that the constitutional right afforded to a citizen to defend themselves and others against harm may be carried out using a lawfully possessed weapon.

  • To protect the rights of law-abiding weapons owners, whilst ensuring that weapons possession is exercised in a safe and responsible manner.


  1. Recognized purposes for which weapons possession is permitted:

    1. Possession for the purposes of self-defense and/or defense of others.

    2. Possession for the purposes of sports and recreation excluding hunting wildlife.

    3. Possession for the purposes of protecting property, commerce, and/or livestock.

    4. Possession for the purposes of hunting wildlife outside of defensive/protective purposes, where:

      1. it is necessary to maintain the health of an ecosystem,

      2. where hunting wildlife is done for the purposes of providing a source of food to the hunter and/or their family/associates,

      3. where hunting wildlife is done for the purposes of providing a source of income to the hunter and/or their family/associates,

      4. where hunting wildlife is done for the purposes of providing a functional asset and/or commodity yielded from the hunted animal(s) to the hunter and/or their family/associates.

    5. All other forms of wildlife hunting are considered "Poaching" as defined under Bill GC-21834; and are as such prohibited.

  2. Recognized conditions under which weapons possession and ownership may be lawfully exercised:

    1. Where weapons are kept at a place of residence, a commercial property, and/or any other place of a sensitive or otherwise protected nature in a safe and responsible manner, to ensure that weapons do not become accessible to those unqualified and/or ineligible to handle weapons.

    2. Where weapons are kept within a vehicle in a safe and responsible manner, to ensure that weapons do not become accessible to those unqualified and/or ineligible to handle weapons.

    3. Where weapons are either carried openly or concealed and carried by persons within a vehicle provided that they are eligible and qualified to do so, and that the weapons are being carried under one of the prior lawfully recognized purposes for weapons possession and/or ownership.

    4. Where weapons are openly carried by persons within a city, town, village, or any other public/state land provided that they are eligible and qualified to do so, and that the weapons are being carried under one of the prior lawfully recognized purposes for weapons possession and/or ownership.

    5. Where weapons are concealed and carried by persons within a city, town, or village, or any other public/state land provided that they are eligible and qualified to do so, and that the weapons are being carried under one of the prior lawfully recognized purposes for weapons possession and/or ownership.

    6. Where weapons are either carried openly or concealed and carried by persons on private property, and/or any other place of a sensitive or otherwise protected nature, provided that they are permitted on that property, that the owner/or attendant of the property permits the carrying of weapons, that the weapons are being carried under one of the prior lawfully recognized purposes for weapons possession and/or ownership, and are eligible and qualified to possess weapons.

  3. Conditions for possession, ownership, and purchase/sale of weapons:

    1. One must be of at least 14 years of age to acquire and possess a weapon designated as either a hunting, combat, or self-defense knife/blade.

    2. One must be of at least 14 years of age to acquire and possess a self-defense weapon other than a knife/blade and other than a firearm.

    3. One must be of at least 14 years of age to possess a weapon designated as a firearm provided such possession is under the supervision of an eligible and qualified adult.

    4. One must be of at least 18 years of age to acquire and possess weapon designated as a firearm. Enlisted members of the Greater Cesnican Armed Forces who are at least 16 years of age are exempt from this condition, and may acquire and possess a weapon designated as a firearm.

    5. Except where one has had their conviction overturned, has been deemed to be clinically rehabilitated for the purposes of re-entry to society, or has been pardoned of an offense, one must not have been convicted of any commission or abetting any of the following offences:

      1. first-degree murder, second-degree murder, or manslaughter,

      2. rape or sexual assault,

      3. the production, possession, or distribution of child sexual abuse material,

      4. domestic assault within the 10 years before said person intends to acquire a weapon,

      5. aggravated assault within the 15 years before said person intends to acquire a weapon,

      6. aggravated kidnapping within the 15 years before said person intends to acquire a weapon,

      7. aggravated robbery within the 15 years before said person intends to acquire a weapon,

      8. torture

      9. treason,

      10. espionage,

      11. war against Greater Cesnica and her Allies,

      12. terrorism against Greater Cesnica and her Allies,

      13. human trafficking,

      14. the illicit distribution or production of para-Methoxy-N-methylamphetamine, Carfentanil, Fentanyl, or any precursors and/or active materials concerning weapons of mass destruction.

    6. One must not have been diagnosed with any homicidal or suicidal tendencies within the 5 years before said person intends to acquire a weapon.

  4. Classifications of firearms:

    1. A Class A firearm shall be any firearm that is a(n):

      1. revolver-action firearm, or

      2. bolt-action firearm, or

      3. lever-action firearm, or

      4. pump-action firearm, or

      5. hinge/break-action firearm, or

      6. single-shot firearm, or

      7. other action/type of firearm where a cartridge must be chambered and/or loaded manually between each discharge of the firearm, or

      8. semi-automatic firearm exclusively capable of discharging rimfire cartridges or ammunition, or

      9. firearm that is not otherwise designated as a Class B or above firearm.

      A Class A firearm shall require no license or specific need or reason for possession.

    2. A Class B firearm shall be any semi-automatic firearm that is capable of discharging centerfire cartridges or ammunition, or any firearm that is not otherwise designated as a Class A firearm, or as a Class C or above firearm. Possession of a Class B firearm shall require a shall-issue Class B possession and acquisition license granted by the Greater Cesnican Federal Police, except where exempt under legislation or the authority of the Greater Cesnican Federal Police or via an Executive Decree of the Greater Cesnican Cabinet. No specific need or reason for possessing a Class B firearm shall be required in order for a Class B possession and acquisition license to be granted.

    3. A Class C firearm shall be any firearm capable of discharging centerfire cartridges in which the length of the barrel is less than 254 millimeters or 10.00 inches and/or where the overall length of the firearm is less than 508 millimeters or 20.00 inches and which is primarily intended to be used with two hands and/or braced against the user, or any firearm that is not otherwise designated as a Class A or Class B firearm, or as a Class D or above firearm. For the purposes of determining the overall length of a firearm pursuant to this Classification, in the case of folding stock or otherwise folding form firearms that enable the firearm to be used in its folded form or folded stock configuration, the length in its folded stock or folded form configuration is to be used. A may-issue Class B+C possession and acquisition license applicable for B and C classes of firearms granted by the Greater Cesnican Federal Police shall be required to possess any Class C firearm, except where exempt under legislation or the authority of the Greater Cesnican Federal Police or via an Executive Decree of the Greater Cesnican Cabinet. At its discretion, the Greater Cesnican Federal Police may require an applicant for a Class B+C possession and acquisition license to provide an appropriate reason or need for obtaining a Class C firearm, as it sees fit.

    4. A Class D firearm shall be any auto-loading firearm where the chambering and firing of cartridges can be accomplished continuously with a single, prolonged actuation of the trigger mechanism, or any firearm that is not otherwise designated as a Class A or Class B or Class C firearm or Class E firearm. A may-issue Class B+C+D possession and acquisition license applicable for B, C, and D classes of firearms granted by the Greater Cesnican Federal Police shall be required to possess any Class D firearm, except where exempt under legislation or the authority of the Greater Cesnican Federal Police or via an Executive Decree of the Greater Cesnican Cabinet. The Greater Cesnican Federal Police shall require an applicant for a B+C+D possession and acquisition license to provide an appropriate reason or need for obtaining a Class D firearm, as it sees fit.

    5. A Class E firearm shall be any firearm designated as a War Weapon, or any firearm that is not otherwise designated as a Class A or Class B or Class C or Class D firearm. An Class B+C+D+E possession and acquisition license applicable for Class E firearms and all other classes of firearms may only be granted under the direct authority of the Director of the Greater Cesnican Federal Police, except where exempt under legislation or via an Executive Decree of the Greater Cesnican Cabinet.
