Rebecca Lee (born 22 March 1970), also known as Revy, is a pirate from Belica who has been the Admiralissima (president) of Piratia since 21 December 2012. Her first experience with politics was in 2008 when she was elected to the Council of Piracy. In 2012 she ran for Admiralissima and won against Gabriel "Three-fingers" Grey, who was the main opposition. 125 of the 306 councilors voted for Revy. She ran against seven candidates.
Revy was born in the Chinatown of York, in western Belica. She attended school but is a dropout after she killed her abusive father. Revy has been described as an "angry, ruthless, and nihilist" pirate who defies all laws and traditions. Many pirates wanted her impeachment after a journalist revealed that Revy broke Joseph Blackwood's Code of Conduct. She broke the code of conduct for a record of 105 times.
She is regarded as an anarcho-capitalist and is openly atheist. More recently, however, she advocated for more policies supporting the poor, which some say it's the sign of an oncoming midlife crisis. She also legalized polygamy and finished the separation of church and state, a process that took half a century.
Rebecca Lee was born on 22 March of 1970 in the city of York in the western region of Belica, in the state of New Sword. Rebecca was the daughter of a mechanic and a cleaner. Of Chinese descent, her family is native to York.
She was raised by an alcoholic and abusive father. Her mother died shortly after Revy's birth. When she was 14, she fled from one of her father's rampages, and soon she was arrested, raped, and beaten by a police officer. After the event, Rebecca returned home and decided to take revenge on her father, killing him. Following the event, she dropped from school. Then Rebecca began working as a prostitute and also began pushing drugs for her customers.
In 1989 she was arrested for murdering a man who tried to steal her drugs. Rebecca spent two years in prison before escaping during a massive prison escape orchestrated by the mob. To avoid being caught again, she fled to Neotopia.
The Lagoon Company
In 1992 she joined the Lagoon Company, a small team of mercenaries and pirates led by Dutch, a war veteran who also happened to be from Belica. In the Lagoon Company, Revy proved to be extremely talented with weapons. Her marksmanship skills are unparalleled when using her pair of modified Beretta 92F pistols, and she alone was responsible for both the defense and the attack forces of the Lagoon Company. Their most lucrative activities were arms trading, kidnapping, and reselling robbed goods.
In 1995 after stealing a disk containing confidential info about nuclear weapons, the Lagoon Company attracted attention from a mercenary group, contracted by the corporation responsible for the disk. The Lagoon Company also took a Japanese businessman named Rokuro Okajima as a hostage. However, the corporation, instead of sending the mercenaries to retrieve the disk and save Okajima, they were sent to destroy both items. Outraged, Rokuro helped Revy and Dutch elaborate a plan to get hid of the mercenaries' chopper. The plan worked well and saved Revy's life. Instead of returning home, Rokuro (now named Rock) decided to stay in Piratia and joined the Lagoon Company.
Revy was also involved with several criminal groups, including the Triad and the Russian Mafia, and fought many others, such as a Neo-Nazi terrorist group, and the FARC. She made a fortune of $3 million before being elected to the Council of Piracy in 2008. Once elected, she promised to free the government from religious influence. She also advocated the abolishment of the Tribute tax, a tax that all pirates pay to the ruling pirate guild. With such promises, she was elected Admiralissima in the 2012 election.
Revy assumed office on 21 December 2012, a Friday. Coincidentally, that day also was the day of the apocalypse according to an ancient prophecy. Her government is composed of seven ministries and is entirely composed of members of the Lagoon Company or close allies.

Revy can is a rude, confident, short-tempered, sarcastic nihilist. She is a heavy smoker and drinker. She also can be sadistic, even merciless, as she is capable of killing anyone in her front, even unarmed civilians. Despite such wild temperament, she also shows to be rather humorous and is a good talker. She also can be pretty insensitive, calling people by racist words, such as "chink" or "beaner". Revy shows little - if any - remorse for her enemies.
Although some believe there is a loving side of her personality, if it exists, it is well hidden. She is considered by the Piratian citizens as a destructive gun-crazed trigger-happy psychopath, and although there have been attempts to bring her down due to her personality, the Council of Piracy seems to be allied with her, probably out of fear from retaliation.
Some say that her violence is used as a coping mechanism for her deeply repressed psychological and emotional issues. One of the ways her emotional scars manifest themselves is her aversion to the empathy of others or others trying to relate to her. Her berserk button is triggered when someone presumes to understand what she has been through. Possibly because of her upbringing, Revy also developed an endless lust for power, which makes her violently assertive. When assertive, she often uses verbal or physical violence as a response to anyone who crosses her or to assert her dominance.
It is suggested that, deep down, Revy hates the person she has become. She possibly wants to change, but doesn't know how to and doesn't want help. There are also rumors about Revy sexuality, as some say she is bisexual.
For many years, Revy was the driving force behind the Lagoon Company, acting both as a striker and as a protector. Revy can also play other roles, such as a rescuer, saving her colleague Rock on many occasions. Capable of defeating an entire platoon of enemies by herself, her deadly skills were what made the Company so successful.
Her skills with firearms (especially pistols) are almost supernatural. Revy is ambidexter, so she is equally good with both hands, which made she earn the nickname "Two Hands". Revy also shows unparalleled dodging skills, and always evade enemy bullets. She is skilled with hand-to-hand combat and can quickly disarm an enemy, however, she is not a strong woman, which forces Revy to rely exclusively on her dexterity.
A pair of modified Beretta 92F pistols are her weapons of choice. She is also trained to use assault rifles, submachine guns, and sniper rifles. Revy can single-handedly fire an M79 grenade launcher while standing on the deck of a moving boat and once dual-wielded a pair of AK-74 rifles.
