Free State of Piratia


Piratia, officially the Free State of Piratia, is a nation on the archipelago of Dostania, on Planet Eden. Home to 51 million inhabitants, it is the only pirate republic in Eden's history. It is also one of the few countries categorized as anarchy in Eden. It is the largest independent Spanish-speaking country in the world and the second-largest archipelago in the world.

The country of Piratia is not a major power in any aspect but is a threat to international security since it is ruled by a confederacy of pirate guilds. There have been recent attempts to pacify Piratia, but they failed and since 1985 the country has been left to its own devices.

The country's native inhabitants - the Tokus and the Surbas - have been residing in the archipelago since 8000 B.C. The country was invaded several times in history, starting with the Tuneg Conversion War of 750, where the Surbas were defeated and the Tokus converted to Islam. In 1550 the archipelago of Dostania was colonized by Orroestalia, Lusitania, and Angladia. Given its geographical advantage, the country became a hotspot for piracy, and many pirate guilds were founded in Dostania's shores. In 1765 Dostania achieved independence, but thirteen years later pirates overthrew the Angladian oligarchy and a pirate republic was proclaimed. Led by Joseph "Fisheye" Blackwood, Piratia (once named Dostania) would start a quest to annex all the countries part of the archipelago. The mission was finished in 1823, and in 1830 the country would see extensive action in the Neotopian Civil War, under the leadership of Abraham "Nightingale" Grey.

Recently, the country underwent a series of reforms in the 1990s, and the country's GDP and HDI experienced an absurd growth. Despite the unfavorable international situation of Piratia and the high crime rates, the Piratian people are very hopeful and cheerful. The risk of another military intervention by the Kingdom of neotopia scares Piratians. Despite Piratia's triumph over the Neotopians in the last war, the current capacity of Piratia to defend itself is debatable.

Etymology


Piratia comes from the word "Pirate", which means "one who commits or practices piracy". Piracy is an act of robbery on the high seas but can be the unauthorized use of another's production or invention too. In Piratia's case, both are widely practiced. Piratia means "land of the pirates".

The standard way to refer to a citizen of Piratia is as a "Piratian."

History


Historically, there are two ethnicities native to Piratia: the Tokus and the Surbas. The Tokus migrated from Selvia between 8000 B.C. to 5000 B.C. The Surbas migrated from Salor, an island east to the archipelago of Piratia, somewhere before 3000 B.C. The Tokus established their tribes in the western part of the archipelago while the Surbas occupied eastern Piratia. Somewhen after 500 B.C. the Tokusian tribes were invaded by the Surbas, and the Kingdom of Sium was founded by the victorious Surbas.

In 750 A.D. the western part of Sium was invaded by the Tunegs, a Muslim federation of tribes from the deserts of Selvia. The Tokus saw the Tunegs as liberators, and they willingly converted to Islam. With the new land, the Tunegs used the archipelago's geographic advantage to launch an invasion of southern Equia, a continent to the north of Piratia.

The kingdom of Sium, weakened by the recent war, was annexed by the Ratajanin Empire, a Surbese empire from Salor. The Ratajanin Empire unified the Surbese people for the only time in history and lasted until 1600. Very stable, it didn't have the technology necessary to survive Veterian and Equian colonialism.

Starting circa 1550, the archipelago was colonized by several powers. Orroestalia, Lusitania, and Angladia were responsible for colonizing Piratia. Given the geographical location of the archipelago, located among several continents and colonies, including the lucrative Merchants' Road, piracy exploded in the region. Piratia was always a rather poor colony, surviving from sugarcane plantations. Administration in the region was ineffective and as a result, Dostania (the name of the archipelago) saw the rise of several pirate guilds. In 1650 the Golden Age of Piracy started, and the colonial powers began to direct their attention to the archipelago.

Circa 1730 a war between Lusitania and Angladia over colonies ended with the annexation of Lusitanian Dostania by the Angladians. The colony, however, gained independence in 1765 after the Angladian Civil War. The Republic of Dostania was a backward oligarchy ruled with an iron fist by an Angladian noble. Several slave uprisings and civilian rebellions marked the history of Dostania, until a coalition of pirate guilds led by Joseph "Fisheye" Blackwood overthrew the oligarchy and proclaimed the Free State of Piratia, the first and only republic led by pirates in the world of Eden.

Although the country was ruled by a loosen coalition of pirate guilds, Blackwood led Piratia for 32 years. There was no constitution; instead, the country laws were guided by Blackwood's Pirate Code of Conduct. There is still no constitution in Piratia, and the country is still guided by Blackwood's code of conduct.

Starting in 1800, Piratia went on a mission to unite the archipelago. In 1804 the Republic of Navalia, in southern Dostania, was annexed. In 1809 Oparana was conquered, and finally in 1823, after eleven years of conflict, the Republic of Moskito in southeastern Dostania was integrated into Piratia. After uniting the archipelago, Piratia became a rather isolationist country. It had late industrialization and was invaded by Neotopia in 1981. The Neotopian invasion was supposed to stop piracy, but it failed and the invaders left Piratia in 1985.

Following several reforms in the decade of 90, Piratia began to develop faster, and the country's HDI rose from 550 to 686 in two decades. Although the country is de facto anarchy, as the government is not that powerful and crime rates are insane while the state is unable to deal with other issues, the country's HDI and GDP are still rising, and a sizeable portion of citizens enjoy a good life. The major problem faced by Piratia is its lack of allies in the international stage, and the country may face another intervention soon, especially if piracy continues.

Politics and Government



Piratia is a unitary country under a democratic, presidential system. Admiralissima Revy is both the head of state and head of government. Members of the Council of Piracy are elected in indirect elections every three years. There is no limit of consecutive terms for the admiralissimo and no term limit for Council members too. The next election will take place in 2021. Piratia is a non-partisan democracy, although the guilds to whom the council members belong to can be considered political parties.

Members of the Council of Piracy are elected by the Democratic Council. Members of the Democratic Council are elected in direct elections. Each city is entitled to elect a number of Representatives proportional to the city's population. Members of the Democratic Council can be independent, while members of the Council of Piracy have to be a member of a pirate guild.

Buenaventura, once the capital of the Orroestalian colony, is the capital of the country. It was built in 1567 and its original architecture is preserved, although modern skyscrapers and shanty towns have their space in Buenaventura. The government is separated into two levels: national and municipal.

The national government is responsible for the military, the environment, education, land distribution, energy, foreign relations, immigration, infrastructure, healthcare, road maintenance, taxation, and monetary policies. Municipal governments are responsible for urban planning, garbage collection, among other smaller things. The national government has always been way more powerful than the cities.

Internationally, the government is fairly isolationist, and only cares about profit. Liberland and Capitalia are the countries that have the best relations with Piratia, while Neotopia and Pluvionia are Piratia's enemies.

Economic Policies and Structure



The Free State of Piratia maintains the use of free-market capitalism since the proclamation of the Pirate Republic. There is no business owned by the state, and only 5% of the economy belongs to the government. Welfare is limited, and before 1993 there was no welfare. Only basic education is given by the government, and all colleges are privately owned. There is limited government assistance for the poor, though.
