Constitution of The Universal Allegiance




The Universal Allegiance Charter

1. The Office of the Founder
i) The Head of State shall be the Founder; who shall serve for life or until resignation. The presiding Founder will continue in this role.
ii) In the event of resignation, the Founder shall appoint a citizen of their choice from The Universal Allegiance to be their successor and assume office. In an absence greater than six weeks occurring without prior warning, the presiding government may appoint an interim head of state.
iii) The Founder shall establish a court in which disputes may be brought to them on matters relating to the Government's Policy, and Civil Issues.
iv) The Founder is also tasked with running the People's Assembly.
v) The Founder shall be responsible for calling free and fair elections at intervals predetermined and declared by the Founder for those who are entitled to vote for the office of the Chancellor.
vi) The Founder has the ability to call for a motion in The People's Assembly to dismiss the Chancellor.
vii) The Founder has the ability to overturn a Chancellor’s decision, if it is deemed to be not in the best interest of the region.
viii) The Founder also can arbitrarily suspend this document in times of emergency, for a period not exceeding 3 months. Suspension of this document for a period more than the aforementioned period of 3 months can only be done with the consensus of the active citizens of The Universal Allegiance.

2. The Office of the Chancellor
i) The Chancellor shall serve as Head of Government and shall be tasked with the day to day running of the government without hindrance from the Founder.
ii) The Chancellor is at their own liberty to create and remove Government Departments and Government Staff as they see fit.
iii) The Chancellor is also responsible for growing the region, and to manage it's relations with foreign powers.

3. The People's Assembly

i) The People’s Assembly, hereafter referred to as 'the Assembly', shall serve as the legislative body of The Universal Allegiance and shall create legislation establishing policies, laws, rights of citizens and powers of the Government.
ii) Any proposal passed by the Assembly will be presented to the Chancellor to sign into law or veto. The Chancellor's veto can be overturned by the Assembly if approved by a two-thirds majority vote of the Assembly.
iii) All citizens of The Universal Allegiance are members of the Assembly ipso facto and have the right to vote on any bill or present any bill as they see fit.
iv) The Founder shall determine the voting procedure of the Assembly.
v) Any treaty signed by the Chancellor or their representative with a foreign power on behalf of The Universal Allegiance will only come into effect if it is ratified by the Assembly.

4. Amending this Constitution
i) The Founder and the Chancellor, or a representative of the Chancellor acting on their behalf, can propose a bill to amend this Constitution in the Assembly. Such amendment bills can only be passed if at least three quarters of those who voted are in favor.
ii) All Citizens have the right to call for a motion to amend this Constitution. Such motions for amendments will have to be seconded by at least a quarter of the active citizens at the time to be put into vote and upon which it will have to receive votes in favor from at least three quarters of the citizens whom vote.

5. Repealing this Constitution
i) The Founder and the Chancellor have the ability to call for a motion to repeal this Constitution. Such repeal bills will have to be seconded at least by thirty percent of the active citizens at the time to be put into vote and upon which it will have to receive votes in favor from at least eighty percent of the citizens whom voted.

6. Supremacy of this Constitution
i) No laws, treaties, and orders can be made in The Universal Allegiance in violation of this Constitution.
ii) No government official, citizen or the Founder shall act in defiance of this Constitution in any manner whatsoever.
