The Guidance

1. As a Jiva themself sows, so they themself reap; no Jiva inherits the good or evil act of another Jiva. The fruit is of the same quality as the action. 
2. The right to free speech, expression, petition and assembly shall not be constrained arbitrarily by any action of the governance of Karma. 
3. No Jiva may be denied the due process of the law, nor made to suffer unreasonable punishment for their crimes.
4. All Jiva have the right to traverse an Awakening Quest and endeavor toward Enlightenment.
5. Jiva have the right to privacy, the government shall not infringe upon the rights and liberties of the Jiva of Karma in this respect without the due process of law.
6. The rights of the Jiva of Karma herein enumerated shall not preclude the existence of other rights not specified.
7. No legislation, regulation or action of governance shall impede any of the provisions Constellation of Karmic Rights herein entailed. 
8. Happiness comes due to good actions, suffering results from evil actions, by actions, all things are obtained, by inaction, nothing whatsoever is enjoyed.

1. A Meritocratic Oligarchy shall be established in Karma and all her dominions and territories.
2. The Head of State of Karma is the Council of Sages. All governance and authority of law are empowered by the Council of Sages.
3. The Council of Sages retains the exclusive right to appoint and dismiss members of the Council of Sages by simple majority vote.
4. Any member of the Council of Sages may be removed automatically should their nation CTE for more than 5 days with no prior warning or should they voluntarily resign. 
5. The Council of Sages must maintain at least three members, but may hold up to nine. All Sages will choose for themselves a Sage title from one of the following, for which only one Sage can exist: Rin, Pyo, Toh, Sha, Kai, Jin, Retsu, Zai, Zen.
6. The Council of Sages, by majority vote shall have the right to grant or refuse Assent to any amendment to The Guidance.
7. The Council of Sages shall have the right to legislate by a two-thirds majority vote.
8. The Council of Sages shall have the right to extend clemency in criminal cases.
9. The Council of Sages retain the right to grant or reject any applications for Enlightenment, government departments, diplomatic rights, or any other applications which may exist on behalf of the Karmic government not here listed, or to appoint a representative to do the same. 

1. The Enlightened are Jiva who have received the blessing of the Sages, been guided on an Awakening Quest, and completed a task known as a Bodhi to prove themselves amongst their peers. 
2. All Jiva have the right to petition the Sages to begin their Awakening Quest and achieve Enlightenment.
3. The Enlightened are a true expression of Meritocracy in Karma. They retain all rights and privileges of a Jiva, but are further entrusted with the right to govern. 
4. All Enlightened are members of The Sangha. They exercise the legislative power of Karma on behalf of all Jiva.

a) The Sangha has the right to draft, amend, discuss, and vote on legislation or amendments to The Guidance.
b) The Sangha may consider the enactment of legislative proposals presented by any Jiva.
c) A vote in the Sangha must be made in person and cannot be delegated.
d) The Sangha reserves the right to name its own procedural rules within the bounds of this document.
e) The Sangha shall elect a presiding officer who shall be responsible for managing the operations of Sangha, enforcing regular order and submitting bills passed by the Sangha to the Council of Sages. The presiding officer shall be known as the Prime Yogi of the Sangha. The Prime Yogi may select a Yogi as Deputy to the office, who may perform the duties of the Prime Yogi in the Prime Yogi's absence or as assigned.
f) A Prime Yogi is elected for life or until they are removed by the Council of Sages, the Sangha challenges their seat with a new nomination process, or they voluntarily resign. 
g) If a Prime Yogi is removed from office by the Council of Sages or voluntarily resigns, their selected Yogi automatically ascends to the office of Prime Yogi.
h) Any Jiva may raise a member of the Enlightened as a nomination for Prime Yogi at any time after the second week of a new Prime Yogi term. Any nomination for a new Prime Yogi will be considered a challenge to the current Prime Yogi's seat and - following the resulting election- will automatically end the current Prime Yogi term. A three day open nomination period will begin with an election to follow to feature all accepted nominations versus the challenged Prime Yogi. If the Prime Yogi resigns during a challenge, their Yogi will sit as the challenged in their stead and the election process will continue. The Council of Sages will be responsible for guiding the election process and announcing the results of it.

5. All Enlightened are eligible to hold executive offices as Gurus appointed by the Council of Sages to lead governmental departments.

a) All Jiva may join government departments, but only the Enlightened may serve as Gurus.
b) The Council of Sages may if they wish appoint a Prime Guru who will have the Sages' blessing to appoint Gurus and delegate tasks to the Gurus as appropriate. 
c) Any Guru may be removed from office by the Council of Sages or by the Prime Guru if one exists. 
d) Any decision made by the Prime Guru or any departmental Guru can be superseded by the Council of Sages.

6. Enlightenment will be considered void if an individual loses Jiva status or if the Council of Sages declare a Jiva unfit for the position.

1. All positions are gender-neutral even if referred by as a specific personal pronoun in this document.
2. To be granted the rights of a Jiva, one must have a nation within Karma. An individual may have many nations within Karma, but may only hold Jiva status through one of them.
3. Any individual with a nation in Karma upon the passage of The Guidance who had passed a Bodhi under the Prime Karmic Law will automatically be granted Enlightenment under The Guidance.
4. Diplomatic citizenships may be granted to Aijiva (non-citizens) by the Council of Sages.
5. The Guidance is considered a legal successor to the Prime Karmic Law. All treaties and territories obtained under the Prime Karmic Law will he honored by The Guidance.
