VALDACIAN LAW II - FOREIGN POLICY

Immigration is strictly forbidden. No citizens are allowed to enter or leave the country, for any length of time, under any circumstances. The one and only exception to this rule is when foreigners are brought into the country to spend the rest of their lives as slaves. Said slaves shall be marked by having the word "SLAVE" permanently tattooed onto their foreheads. Anyone caught breaking this law, be it a citizen trying to escape, or a foreigner who entered the country without permission, shall be put to death.

Any and all POW's captured during a war shall be consigned to slavery for the rest of their lives.
