Regional RP Laws

General

  1. Role Play

    1. All cannon RP must be published in the Regional Message Board.

    2. Technology will progress historically.

    3. Evolution of Government philosophy will progress historically.

    4. Time will progress linearly at 1 month (RP) = one day (real life). One year shall be 12 days.

    5. The control of a nation's armies or general administration may only be conducted by that nation's player.

    6. All RP must be of high quality and historically feasible.

    7. Until otherwise stated, to interact with a non-player nation requires Regional Government permission. A member of the government will substitute as that nation and RP on their behalf.

    8. New players will be given a 3-day grace period before they may be attacked.

  2. Economics

    1. For all nations: .01 * current population = monthly income from taxes.

    2. Free/imperial/hanseatic Cities: 2.0 * taxes = monthly income.

    3. Italian States: 1.5 * taxes = monthly income.

    4. Pope: 50 * # of Catholic nations + taxes = monthly income.

    5. Emperor of HRE: 1.1 * taxes = monthly income.

    6. Protestant or Reformed nations: 1.2 * taxes = monthly income.

  3. Armies

    1. .008 * current population = max standing (peacetime) army.

    2. .01 * current population = max wartime army.

    3. 1 month to train 15,000 soldiers.

    4. Cost: 1 ducat to recruit 1 soldier, 2 ducats to recruit cavalry and 5 ducats to recruit artillery. (artillery not available till 1520)

    5. 2 ducats per 100 soldiers per month upkeep cost.

    6. Battles must be Role Played. Losses will be decided by RP officer.

  4. Navies

    1. Battles will be Role Played. Losses will be decided by RP officer.

    2. Must have sea access to construct navies. Only one ship may be constructed in a province at a time.

    3. Galleon: 2,500 to build. 365 days to build. Excellent in combat.

    4. Galley: 1,500 to build. 250 days to build. Good in combat.

    5. Trade ship = 1,000 ducats to build. 180 days to build. Poor in combat.

    6. While a trade fleet is conducting merchant activities, amount of ships * 6.0 = income per day.

  5. Mercenaries

    1. There are three Mercenary Bands open to hire. One band may only work for one nation at a time. They are indivisible.

      1. The Condottieri: 15,000 soldiers. 5,000 ducats as an initial payment, 500 per month of use.

      2. The Norman Band: 10,000 soldiers. 3,500 ducats as an initial payment, 350 per month of use.

      3. The White Company: 5,000 soldiers. 2,000 ducats as an initial payment, 250 per month of use.

  6. Religion

    1. All nations present in the game shall start as Catholic with the listed exception; Ottomans shall be Muslim, and Wallachia shall be Orthodox.

    2. After the Protestant Reformation is announced, Catholic nations may convert their nations to Lutheranism and create a State Church.

    3. After further reformation religions have been announced into the cannon, nations may convert to those mentioned religions.

    4. The Catholic Church must announce hostility to the reformation.

    5. Nations must inform the Regional Government before announcing an alteration of state religion.

    6. Nations are expected to RP the conversion of their territory to their new religion.

  7. Casus belli

    1. Nations may declare war on other nations if they are a different religion.

    2. Nations may declare war on another if there is a contentious succession.

    3. Nations may declare war on another if they believe them to be seizing territory without due cause or claim.

    4. Nations may declare war if there is a previously established hostility or rivalry.

    5. The Emperor may defend the Holy Roman Empire's laws and territory with force.

    6. Can Fabricate claims by establishing a line of inheritance in their family, establishing some form of historical link (per review of the RP Minister) to a piece of land, asking the pope for a claim, asking the emperor for a claim, or by simply having a majority of people accept their claim.

    7. Can use De Jure and De Facto Claims

    8. Can press claims in wars.

  8. Negotiations

    1. All negotiations must either be in a public view in Discord or on the RMB.

    2. All relevant parties must have full access to such negotiations.

    3. Negotiations may only be in private if they are exclusively discussing non-cannon related considerations.

    4. Negotiations pertain to treaties, war, strategy, alliances, or elections.

  9. Inheritance and Dynasties

    1. Dynasties will start how they did historically. Monarchs will start as they were historically.

    2. The death of a player's monarch is up to them. They may not reach too high of an age.

    3. The members of a nation's royal family is up to the nation's player. Births are decided by the player.

    4. Non-player nation's will have a historical progression of monarchs.

    5. Royal marriages between nations will result in a military alliance. Marriages aren't required to form an alliance.

    6. Any royal marriage between dynasts of two nations requires that both nations be well informed of the possible consequences of personal union.

    7. Royal deaths must be of reasonable cause and may be subject to government restriction if important to RP. Royal Deaths must have not obvious ulterior motive.

    8. Upon the inheritance of a non-player nation, that nation will annex that territory. Upon the inheritance of a player nation, they will continue to be given autonomy.


    Constitutional Framework of the Holy Roman Empire

  10. The Emperor

    1. Shall start as Frederick III of Austria.

    2. Must be duly elected by a majority of the Electors of the Holy Roman Empire.

    3. Shall be King of the Romans after the election and only be Emperor once coronation by the Pope or after Papal blessing.

    4. Shall be entitled to all privileges of the office directly after the election.

    5. The death of the Emperor will be decided by the regional government. Due notice and consideration will be given to the reigning nation.

    6. Will protect Imperial and Free Cities against all threats.

    7. May adjust the title and rank of a princely state.

    8. May demand unlawful territory upon the annexation of HRE territory by foreign or domestic realm.

    9. May appoint Free Cities.

    10. Will preserve the rights of the Catholic Church within the Empire.

    11. May defend member states against non-member state aggression.

    12. May call an Imperial Diet

    13. May ask for assistance from the HRE if he is in a war with a non-member state.

    14. May call vote to enact second and third simplum to double or triple war contribution form Free Imperial Cities.

    15. May declare an Antipope.

    16. May change the official religion of the HRE.

  11. The Electors

    1. The Electors shall be Mainz, Cologne, Trier, Brandenburg, Elector of Saxony, The Palatinate and Bohemia at the start of the canon.

    2. The Electors shall enjoy all privileges entitled to the office regardless of inheritance, dynasty, or religion.

    3. The Electors are all entitled to one vote in each election that shall occur upon the death of the Emperor.

    4. All elections shall be held on the Regional Messaging Board and Negotiations channel in Discord.

    5. There shall only be 7 Electors at any one time. Upon a vacancy, the Emperor shall appoint a new Elector. No Electorate may be usurped.

    6. Negotiation rules will be strictly enforced.

  12. Free or Imperial Cities

    1. If a war is declared by the Imperial Diet or the Emperor is declared war on they must contribute coin and troops to the war effort.

    2. Will be under the personal protection of the Emperor from all threats.

    3. Must be centred around one city. Any amount of expansion will result in the removal of Free City status.

  13. Princely States

    1. Will have the right to tax their territory.

    2. Will be militarily sovereign.

    3. Will be diplomatically sovereign.

    4. Will be administratively sovereign.

    5. May leave the Holy Roman Empire.

  14. Boundaries of the Holy Roman Empire

    1. If a nation within the HRE owns land outside of the nominal borders of the HRE, they may add that territory into the borders of the HRE.

    2. A Foreign Realm may remove land that it owns inside of the HRE from the HRE and war can be declared on said nation by the Emperor and the Imperial Diet.

    3. A Foreign Realm may request to join the Empire, but may only be admitted with the support of the Emperor.

  15. Amendment of Holy Roman Laws

    1. The Emperor may initiate a vote to change the Constitution of the HRE with every (player led) princely state casting a vote. A simple majority of the vote must be achieved.

    2. All votes must either be in the affirmative or negative.


    Foreign Realms

  16. The Pope

    1. Will issue Papal Bulls and lead the Catholic Church in both spiritual and temporal matters as supreme pontiff.

    2. May excommunicate an individual or realm with due Cause.

    3. May make formal requests to any Catholic Nation.

    4. Appoint Bishops and church officials.

    5. Papal elections will occur upon the death of the incumbent Pope.

    6. The death of the Pope will occur with the permission of the government.

  17. France

    1. The Duchies of Anjou, Orleans, Berry, La Marche, Bourbonnais, Auverne, and Provence will not be playable nations. They are vassals of the King of France.

    2. The player of France will Role Play the feudal relationship between these duchies and his own royal authority with the Duchies being roleplayed by a minister.

    3. The Regional Government will allow for a slow and progressive consolidation of French Royal Authority.

    4. These duchies will be completely under Royal control only after the completion of the French Wars of Religion or similar events.

    5. The French player is expected to Role Play the Huguenots and the Wars of Religion. He is not allowed complete autonomy in the nature of the French policy toward these events.

    6. Salic Law, the Gallican Church, the Parlement of Paris, the Estates General, and other Ancien Regime traditions must be respected.

    7. Must Roleplay civil unrest after the reformation.

  18. Foreign Realms

    1. Nations outside of the Holy Roman Empire are given complete autonomy to decide their domestic and foreign policy inside historical framework.

    2. The nations of Ragusa and Wallachia are protectorates of the Ottoman Empire. Poland and Lithuania are in Personal Union. The Iberian Wedding shall occur on the historical date unless both leaders are male and if that happens the Iberian wedding will never occur. The Kalmar Union will be represented historically.

    3. Poland and Lithuania may be unified only upon the permission of the regional government. Due consideration must be given to the balance of powers.

    4. The Ottoman Empire is expected to be highly aggressive but will get modifiers Busy in Africa or Asia on historical dates.

    5. The Kingdom of Hungary and Croatia are in a personal union. Their relationship with the Hapsburg Dynasty will be RPed within historical lines.

    6. Nations that aren't on the map will progress historically. They may be added to the map if their relevance increases.

    7. Any relations between Austria, Hungary, Croatia, Bohemia and Spain must be roleplayed historically

*Rules are subject to change by Regional Government. The Laws of the Holy Roman Empire exist only in Role Play and are only amendable through Role Play.
