The Rules of Congress
Passed on February 14th, 2019.

Selection of the Speaker
(1) Following the inauguration of a new Congress, all Senators who desire to be Speaker shall announce it.
(2) After 24 hours has been allowed for Senators to announce their candidacy for the role, Congress shall vote on the Speakership.
(3) If there is no clear plurality following the vote, or a tie, there shall be a revote with the conflicting candidates.
(4) If there is no clear plurality or a tie following the second, then the highest voted Senator of the most recent election shall become Speaker.

Bill Submission and Voting Procedure
(1) Anyone shall be permitted to submit a bill to Congress.
(2) In order to submit a bill an individual must telegram the Speaker of Congress and announce on the RMB their bill.
(3) The Speaker of Congress shall then allow discussion on the bill. Following a satisfactory period for discussion, Congress shall vote upon it.
(4) If in the process of discussion a Senator recommends an amendment and it is seconded by another Senator, then the amendment shall be put up for vote before the bill is put up for vote.
(5) If Congress is adjourned for more than 48 hours despite a bill being ready for debate, there shall be a revote on the Speaker of Congress.

Appointment of Officials Elected by Congress
(1) Congress shall open nominations for a position one week before its term is due to end. Only Senators shall be permitted to nominate individuals and each Senator shall be permitted to nominate one individual.
(2) After accepting nominations for 48 hours, Congress shall vote on the nominations received.
(3) If in the first round of voting a nomination receives a majority then they shall be appointed to the office.
(4) If no nominee receives a majority in the first round of voting then a second round shall place. In the second round, Congress shall vote only upon the two highest voted nominees. If there is a tie of some sort that makes the two highest nominees indiscernible then all candidates involved within the tie shall be included in the second round of voting.
(5) If Congress ties then the tied nominees shall be voted upon by the public. If Congress fails to reach a majority then (a) 48 hours shall take place for the public to announce its candidacy and campaign and (b) the public shall then vote upon the candidates for the office.

Voting Time
(1) Senators are entitled to 48 hours of voting time.
(2) The Speaker may close voting before then, however if a Senator objects within 48 hours, then a full additional 48 hour re-vote shall take place.
(3) Official votes shall take place using the Regional Poll feature, however only Senators votes shall be counted. The public shall be permitted to vote despite the Senators' votes being the only votes that garner any value.
(4) On occasions of second-round voting following ties and other circumstances, Senators shall only be entitled to 24 hours.
