The Pan-Germanic Confederation [W.I.P]

The Pan-Germanic Confederation is a diplomatic union between the Germanic Countries of the Eastern Pacific. This Union seeks to protect and spread German Ideals, Heritage, and Customs beyond current borders.

Each states in the Confederation are required to pass certain trade laws regarding the PGC, as well as contribute to the overall military. In exchange, they receive additional trade benefits from member states, greater protection, as well equal protection in the Pan-German Congress.

Executive Branch

Every 5 Years, electors and candidates shall meet in Neue Königsberg, and vote to elect a new Kaiser of the PGC, who shall serve as the head of the Executive Branch.

The Kaiser shall, in times of non-Congressional Session, be allowed to make appointments of new government officials, without need of approval, as they see fit.

The Kaiser shall have the Power to Make War, but not declare it, and shall be given a time period of 48 hours, after deploying troops, to address the Pan-Germanic Congress with the reason for deployment, estimated time of deployment, and resources necessary for deployment. And unless a Declaration of War is written by Congress, or an extension of Troops Deployment is apporved by the Congress, than the Kaiser will be forced to recall all troops after a period of 60 days.

The Kaiser shall be given the power to veto any law, which they feel violates some measure of the Pan-Germanic Confederation's ethics, honor, or Constitutions.

The Kaiser shall, in the event of death, disability, or resignation, be replaced by their heir, or if the heir is not fit for rule, or one is not present, the Kaiser shall appoint a replacement from their staff.

If the Pan-Germanic Congress finds evidence that the Kaiser has gone against the legislature or the people of the Confederation, the Lower House may vote to impeach him, and the Higher House may vote to approve or veto the impeachment.

The Kaiser shall, after his reign, be paid a pension from the collective treasuries of the Confederation, and guaranteed protection from threats, both foreign and domestic.

In matters of War, under an official declaration, the Kaiser shall have the power to unilaterally make and command decisions for the Unified Pan-Germanic Armed Forces, and act as the Commander-in-Chief of the Armed Forces.

The Kaiser shall be allowed to declare a state of emergency in times of need, and be allowed to use funds from the Confederated Treasury for matters they see as important, however, abuse of this power can be used to impeach by the Kaiser, either by the Congress or by the Confederation's Department of Justice.
