2.1 The Pacific/New Pacific Order

Nations won't find a region similar to the Pacific. We are much more than just a union of nations, the Pacific is actually the most famous Empire in the entirety of the NationStates Metaverse. Our predecessors expanded the Pacific over all relevant Nation-Game-Worlds. No matter where you go, you would see the Pacific as a familiar entity. We are unlike the great common gameplay factions dividing into:
Defenders, Invaders, Imperialists.

The New Pacific Order, the Government of the Pacific, originated over fifteen years ago and has persisted across multiple realms against all odds.

Through the principles of Order and the merits of the old traditions, the linchpin of Pacifican culture at heart, the Order is always adapting and evolving, constantly striving to improve. Through our meritocratic system, hard work and dedication are rewarded, and there are many ways to contribute to the Order, whether your interests lie in Regional Government, Roleplay, Culture, Media, or simply being a Footsoldier of the Order.

The Order is governed as a militaristic autocratic meritocracy in which those who contribute the most wield the most influence and anyone can advance up the ranks through participation in its departments. The Order maintains a fortress state, which promotes membership exclusiveness, in order to avoid spying, leaks, infiltration and sabotage. The actual gameplay within the Order is not for those who are looking for an easy time and are unwilling to fight to the death. If you cannot handle taking losses, it definitely is not for you.


2.2 Brief History Introduction to the New Pacific Order
Our history dates back to 2003 when the nation Francos Spain assembled a giant army of roleplayers and native nations of the Pacific to fight the established rulers of the game and earn the freedom of the native nations of the Pacific by force. This event we know as "The August Revolution" or "The days that shook the World". The entirety of the game fought to undo this Revolution and to place the nations of the Pacific back into shackles. We, however, broke our chains and established this massive Empire that has lasted to this day - as an independent fourth faction among the three established in Gameplay.

Regarding our native ties to our region, which is a Feeder (a region that has the ability to spawn new nations), the game often, as we do ourselves, refers to us as Feederites. Also, an older description and nowadays less used is in honour of Francos Spain: Francoist.

(Mind that this is only to do with the in-game nation of Francos Spain - it has nothing to do with the real life Franco and Falagist principles.)

Our history is defined by constant struggles and long lasting fights with other factions in the game. The New Pacific Order was in fact involved in the longest lasting war the world of NationStates has ever seen, fought against the now defeated ADN, an ancient nefarious Defender empire of crusaders with its headquarters in Nasicournia.

2.2.1 Delegates, Senate & Regional Officers (ROs)

The Delegate is mechanically, by game functions the absolute authority within the Region. Our political stance and concept furthermore supports the reality of the game mechanics: We call our Delegate "Emperor". The Emperor of the New Pacific Order rules with absolute authority over the region itself. The Delegate itself has a repertoire of various functions, such as generating a Welcome Telegram for the region, approving or denying embassies with other regions, enabling disabling embassy posting of embassy regions, creating polls, banning and un-banning of nations, suppressing of posts on the Regional Message Board (RMB) and install Regional Officer Nations.

The most notable Regional Officers in the Pacific are the Senators, they are part of the Pacifican Senate the highest governing body of the Pacific and direct subordinates to the Emperor. Senators are appointed by merit and contribution to the Pacific and the Order, they are mostly long-lasting senior members with an outstanding record of contributions and sacrifices to the Pacific. Initially, "Senator" is no office but a title that remains for an entire lifespan of a nation, unless it would commit crimes against the Pacific or other dishonourable acts such as breaking Game Rules, in that case, the title is revoked. Senators can be appointed into an active office within the Senate, these would be:

  1. Senator of Security Affairs: Censor

  2. Senator of Justice: Tribune

  3. Senator of Military Affairs: Praetor

  4. Senator of Diplomatic Affairs: Legate

  5. Senator of Role-Play and Provinces: Pontifex Maximus

  6. Regent of the Pacific and the New Pacific Order: Consul

  7. The Senator of the people: Vox Populi

The Consul is the highest rank a Senator can possibly achieve and serves as second in command of the Order, with absolute power only answering to the Emperor. In-game he serves the purpose of Vice Delegate. Should anything happen to the Emperor, the Consul is obliged to maintain Order and possibly try to achieve the Delegacy.

The Delegate and the Regional Officers keep the region save from invaders that would conquer and grief this region. In order to do so, they need endorsements. Each endorsement does 2 things from the game mechanic aspect: raising your influence cap - generating more influence for you per day. If you have 10 endorsements, your influence cap is at ~4000 and you generate ~70-100 influence per day.

You cannot have more influence than your cap/storage is allowing you to have. Each additional generated influence is going to be nullified. Influence is actually something the common resident nation doesn't need. Because Influence is the resource you need to spend in order to do various regional operations - those operations are only available to regional officers or to the WA Delegate. This is why Officers (50) and Senators (unlimited/hidden cap) have a higher WA cap than regular nations.

From the game mechanics perspective, regular nations actually do not need any endorsements at all, because they cannot spend their Influence (as they have no control over regional functions). We have the rule that regular nations may have up to 10 endorsements. (only 2 are required to create WA proposals - only 6 are required to gain the in-game postcard)


2.2.2 Charter & Civil Code

2.2.4 Departments, Jobs & Activities

As all large communities require, we have a full-fledged governing organisation complete with departments, a streamlined hierarchy, and lots of jobs for those willing to contribute to Pacifica. Let's go through that here.

Departments: Pillars of the Order
The New Pacific Order has the following departments :

  1. Administration

  2. Internal Affairs

  3. Foreign Affairs

  4. Internal Security

  5. Military Affairs

Administration
Pacifica follows a meritocratic Imperial governing system, where the power rests with the loyal & experienced. This enables it to have a simple yet elegant system that democracies usually fail to achieve. The administrative levels are -

  1. The Emperor: The ultimate authority of the Order.

  2. The Imperial Senate: The highest governing body of the Order. Consists of Senators, each overseeing one of the core departments mentioned above.

  3. Exarchate: These are specifically appointed members of the New Pacific Order who are responsible for mentoring and culture.

Internal Affairs
Manages the major portion of the regional activity, namely roleplay. Each Roleplay Genre is assigned an or multiple Overseers, who ensures fair play and order and conducts events and activities that engage the players, headed by the Pontifex Maximus with the assistance of the Vox Populi and Exarchates.

Foreign Affairs
Headed by the Legate, it consists of the various ambassadors from the NPO to its allies and friendly regions.

Internal Security
The Praetorian Guard, Pacifica's elite security force, is responsible for the internal security of the Order. Headed by the Censor, it has partial autonomy to work for the overall benefit of the region.

Military Affairs
The Order's military is the Legio Pacifica. Traditionally headed by the Praetor, it operates against Pacifican enemies and to defend or assist its allies.
Ranks in ascending order are:
Recruit -> Miles Gregarius -> Evocatus -> Decanus -> Centrio
You can apply for the Legio any time, though you must be frequently available for updates.

To join the Legio Pacifica, you must have:

  1. Citizenship on the LinkForums

  2. A mobile WA (ask a Senator or Praetorian Guard what this is)

  3. A Discord account.

Pacifica also has a reserve force, the People's Militia, where citizens can apply right away. They don't require extensive activity levels.
