Constitution for the Union of Democratic States
Preamble:
We the nations of this declared region The Union of Democratic States in order to form a greater alliance, institute a fair and just legal system, install a direct democracy that can ensure a greater security for member states, authorize the founding of a greater region from it's predecessor, do ordain and establish this constitution for all nations that abide under the flag of this region The Union of Democratic States.
Article One: The Congress
The Congress is made up of member states. No admission process is required. The Congress is deemed the power to elect a Speaker, Prime Minister and Attorney General. Members of the Congress are deemed one vote in an election, vote, poll, etc. Members of the Congress and any other member states are granted the right to free speech and expression and any infringement of these rights shall be dealt with by the Attorney General. Legislation is suggested by any member of the Congress, and must be passed with a majority.
Article Two: The Prime Minister
The Prime Minister is elected every 3 months (at the beginning of winter, spring, summer and fall). The Prime Minister may not hold any other office except for the Prime Ministry. If any such thing shall happen to the Prime Minister, that makes it that he or she is unable to serve, the Vice Prime Minister shall hold the office until the next election cycle. The new Prime Minister, previously, the Vice Prime Minister, shall appoint a Vice Prime Minister.

The Prime Minister is granted the following powers under the law.
1.) The reserved power to act as the chief diplomat of The Union of Democratic States in any exchange, treaty, or any other diplomatic relation. The Prime Minister can use this clause to apply The Union of Democratic States to join any alliance. This action must, therefore be approved by the Congress.
2.) The reserved power to act as the commander and chief of all armed forces, or other militias of the region. This power means that the Prime Minister can appoint any official military leadership to any position, but only in regard to military matters.
3.) The reserved power to declare martial law. Martial law will last for five days and can be extended to ten days if the Attorney General deems necessary. Martial law is only used during times of a crisis, and if not used in that fashion any congress member can prosecute the Prime Minister, after the said crisis has been resolved.
4.) The reserved power to appoint a Vice Prime Minister. This minister will serve alongside the Prime Minister, during his or her term, and assist the Prime Minister whenever necessary.
5.) The reserved power to appoint any minister that can assist the Prime Minister, or be in charge of any separate ministry or department of the government.
6.) The Prime Minister shall officially be appointed official powers over: Appearance, Border Control, Communications, Embassies, and Polls.

Article Three: The Vice Prime Minister
The Vice Prime Minister is appointed every 3 months (at the beginning of fall, winter, spring and summer), by the sitting Prime Minister. The Vice Prime Minister may not hold any other office other than the Vice Prime Ministry. If any such thing shall happen to the Vice Prime Minister, that makes it that he or she is unable to serve, the Prime Minister shall appoint another Vice Prime Minister.

The Vice Prime Minister is granted the following powers under the law.
1.) The reserved power to settle diplomatic relations with other regions and their respective leaders, and legislatures. This type of diplomatic mission needs to be approved by Congress, or by the Prime Minister.
2.) The reserved power to set up embassies with other regions. This type of diplomatic mission does not need to be approved by the Congress, or by the Prime Minister.
3.) The Vice Prime Minister shall officially be appointed official powers over: Appearance, Border Control, Communications and Embassies.

Article Four: The Speaker [of the Congress]
The Speaker of the Congress is elected every 3 months (at the beginning of fall, winter, spring and summer). The Speaker may not hold any other office other than the Speakership. If any such thing shall happen to the Speaker, that makes it that he or she is unable to serve, the Prime Minister will appoint a new Speaker until the next election cycle.

The Speaker is granted the following powers under the law.
1.) The reserved power to act as leader of the Congress. This power means that the Speaker can use anything, under the extent of the law, to guide discussion, and votes of the Congress. It is the job of the Speaker to collect proposed legislation and post votes, and polls regarding that legislation.
2.) The reserved power to set regional domestic policy.
3.) The reserved power to appoint any nation to any committee, of the Congress. This power means that it is the job of the speaker, to appoint committee members to committees, whenever deemed necessary by the law.
4.) The Speaker shall officially be appointed official powers over: Appearance, Border Control, Communications, Embassies, and Polls.

Article Five: Foreign Policy
War- Any member of the congress, can ask the Prime Minister for a declaration of war against any other region. The Prime Minister will hold a vote of Congress, and only a majority can allow for a declaration of war. This declaration of war must be approved by the Attorney General.
The Prime Minister can use the region's armed forces or militia when the region is threatened, but this type of executive action, can only last for 7 days. After those 7 days, the Prime Minister needs a majority of Congress to allow for continued warfare.

Diplomacy- The issue of embassies shall be dealt with by the WA Delegate. To produce or close an embassy, the WA Delegate must confirm the The Prime Ministers, or the Speaker's approval. The WA is the head ambassador of the region and will conduct diplomacy as needed.

Article Six: Attorney General
The Attorney General is elected every 3 months alongside the Prime Minister. The Attorney General shall not hold any other office other than the Attorney Generalship. If any such thing shall happen to the Attorney General that makes it that he or she is unable to serve, the Vice Attorney General, shall hold the office until the next election cycle. The new Attorney General, previously, the Vice Attorney General, shall appoint a Vice Attorney General.

The Attorney General is granted the following powers under the law.
1.) The reserved power to ensure that all nations are respected and that no nation shall be discriminated against because of their race, religion, gender, ideological beliefs, and any other limiting factors of the human condition. And to use any manner of just action to do so. The Attorney General can use this clause to justify any action taken thereof to defend the discriminated nation or peoples and to prosecute the aggressor nation or people's.
2.) The reserved power to uphold a fair and just legal system that abides with the law. This power means that the Attorney General can appoint any judge, or any other judicial figure.
3.) The reserved power to prosecute any elected official. The Attorney General can use this clause to sue any government official or officials, that have obviously broken regional law. Once this prosecution takes place, the said elected official will be put before the Congress, and only by a majority vote, can be impeached.
4.) The reserved power to defend and interpret the constitution of the The Union of Democratic States, by acting as chief law consultant.
5.) The reserved power to appoint a Vice Attorney General. This minister will serve alongside the Attorney General, during his or her term, and assist the Attorney General whenever necessary.
6.) The Prime Minister shall officially be appointed official powers over: Appearance, Border Control, Communications, Embassies, and Polls.

Article Seven: The Vice Attorney General
The Vice Prime Minister is elected every 3 months (at the beginning of fall, winter, spring and summer). The Vice Attorney General may not hold any other office other than the Vice Attorney Generalship. If any such thing shall happen to the Vice Attorney General, that makes it that he or she is unable to serve, the Attorney General shall appoint another Vice Attorney General.

The Vice Attorney General is granted the following powers under the law.
1.) The reserved power to act as a judge, or any other court official thereof in any court case, with the approval, and guidance of the Attorney General.
2.) The Vice Attorney General shall officially be appointed official powers over: Appearance, Border Control, Communications, and Embassies.

The Constitution of The Union of Democratic States shall be the supreme law of the land, no other law shall contravene it.
