The Bagura Covenant (23rd of September 853 B.D.)

On the morning of the 23rd of September, 853 B.D., Joseph Konto-Bagura signed what would later be known as the "Bagura Covenant", a 3-page document in which Bagura promised the people of Daruma-Kol that he would protect the city from the Gagaza-Hol invasion, successfully retake the Eastern Warmlands, all the while strengthening the outer walls of the city and rebuilding the Daruma-Kol military garrison and finally lead the city to prosperity in general. The meeting and signing was made between Bagura and a 10 person comity of elected citizen representatives, overseen by Gantaro Victor and Volgona Maria, the 12th and 13th (and final) Marshals, respectively.

As a result of this signing, Bagura officially became Interim-Marshal with a clause in the document stating that he would permanently get the Marshal title would he be successful in his endeavor.

The specifics of the agreement, including the awards upon completion and punishments in the case of failure, are as follows:

- Conscript a standing army from Daruma-Kol itself and the bordering villages and defy the invading Gagaza-Hol force.

- Upon successfully defending the city, gather all possible masons and start rebuilding the outer walls of the city and start rebuilding the Daruma-Kol military garrison, both in terms of a physical fortification and a larger standing force.

- Retake the Eastern Warmlands, most importantly the Hilvo and Ban provinces. This means defeating any Gagaza-Hol forces in the Warmlands as well as any independent or nomad forces that may have invaded.

- Upon doing this, continue leading the people of Daruma-Kol until the end of the year with the general goal of improving the infrastructure and prosperity of the city.

- In the case of a failure to defend the city from the initial Gagaza-Hol invasion, Bagura will be forever exiled from whatever remains of Daruma-Kol and its people.

- In the case of a failure to retake the Eastern Warmlands, Bagura will be forever exiled from whatever remains of Daruma-Kol and its people.

- In the case of a failure to rebuild the military garrison and the outer walls, Bagura will be stripped of the Interim-Marshal title and will not be able to claim the Marshal title anymore.

- If Daruma-Kol manages to survive the perils and if Bagura remains as the Interim-Marshal when the year ends, but in the case in which Bagura fails to complete a "minor" task, the people of Daruma-Kol will vote to decide whether Bagura held his word, and thus whether he will get the title of Marshal for the foreseeable future.

As part of the agreement, the people of Daruma-Kol decided to open up the City Treasury (estimated to have then contained some 3000 Vitars) for Bagura to spend on trade or mercenaries, if necessary to complete the tasks at hand.

With the Gagaza-Hol invasion being estimated to arrive sometime between the 28th of September and 1st of October, Bagura had approximately 3 months until the end of the year to achieve his goals, in the scenario that he managed to defend the city from the invasion.
