Political System & Information:

Government of Rayekka:

Current Lore:
Year: 2102
This is the year of a lot of important elections. In January State elections & Class I Senate elections will be held. In July a House of Commons election will be held. This year of elections will be considered a referendum on the first ever Conservative led Government.

The first results were the State results. The night was miserable for the RFP, who lost half their seats and all 3 of their premierships. Nearly all their seats were loss to the Conservatives who the centre-right and right of Rayekkan politics were now rallying around. In terms of swing, there was only a small swing towards the Conservative-Liberal Coalition, of only around 2%.

The Senate election saw the RFP lose all 5 of their Class I Senators, flipping to the Conservatives. The Conservatives picked up two seats elsewhere, one from the DPP & one from the Liberals, giving the CON-LIB Coalition a majority in the Senate up until their coalition expires in July when the House of Commons election would be held.

In July the House of Commons election was held, with the Prime Minister Gareth Kirkman fighting for a second term in Office.

The House of Commons election saw the Conservative-Liberal Coalition gain seats, with the Conservatives gaining 14, and the Liberals 1. The DPP has a better than expected result and actually won 6 seats, prompting Leader of the Opposition Maddie Bates to continue as Leader. The big loser was the RFP, who lost over half their seats.

The Conservatives & Liberals were quick to go back into coalition with one another with a fairly similar deal to the previous one.

President:

Overview:
The President is an elected person who serves as Head of State of Rayekka and is elected through Alternative Vote. The President is Commander of the Peacekeepers and their power is ceremonial. The Presidents roles include conducting state openings & closings, signing laws and having the ability to veto if less than 2/3rds of both chambers vote in favour (3/4ths if its a constitutional amendment). The President can declare a State of Emergency (which requires renewal every 12 weeks) with permission from the Cabinet, or the Supreme Court if there is no Cabinet. If the Office of President is vacant, the line of succession shall be enacted with the next in line serving as Acting President. This is: Senate President, Prime Minister, the next 8 most senior Cabinet members, Speaker of the House of Commons, Supreme Court Chief Justice. In the event all of these options are exhausted, martial law will be declared with individual states taking on full responsibility for their states until a new democratic government is installed. If the Office is vacated, a new election must be held in 90 days, and the newly elected President will serve the remainder of the term. The President can be removed from office if 2/3rds of the Senate & House of Commons vote in favour. A President is limited to serving two terms in Office.

Current President:
Name: Victor Johnson
Party: Conservative Party
Age: 76 (b. 2024)
Role: Eighth President of Rayekka
Date Elected: January 2100 (1st term)

Senate:

Overview:
The Senate is the upper chamber of Parliament and consists of 60 Senators elected by each State. Each State elects between 2 & 10 Senators to represent their State in the Senate through Single Transferable Vote. The amount of Senators each state elects is devised by the National Independent Electoral Boundaries Commission. The Senate is split into two classes, with half the Senate up for election every 3 years, meaning Senators serve 6 year terms in total. The Senate acts as a supervisor chamber with no real power except it must scrutinise and review any laws passed by the House of Commons. As a supervisory body, the Senate can dissolve the House of Commons and call for new elections, either by the President calling for one, and 3/5ths (36 Senators) of the chamber supporting, or on its own with 2/3rds+1 of the chamber supporting (41 Senators). In order for a bill to become law the Senate must approve of it and if it doesn't can send a bill back to the House of Commons as many times as it likes until a resolution is found. The Senate elects a Senate President who presides over Senate proceedings, but the Senate President can vote. Chamber wide elections cannot be held early in the Senate. If a Senator resigns, the party who controlled the seat will appoint a replacement for the remainder of the term.

House of Commons:

Overview:
The House of Commons is the lower chamber of Parliament and consists of 300 seats. The House of Commons is elected by the entire country through proportional representation. A party must get 2% of the vote to be able to enter Parliament, the rest of the seats are appointed through the D'Hondt method. Members of the House of Commons are called Members of Parliament (MPs) and they elect a Speaker of the House who presides over House proceedings. Therefore there are 299 voting Members of Parliament in the House of Commons. The Government consists of Members of Parliament. Early elections can be held through a dissolution request vote requiring just a simple majority to pass. If passed, a dissolution request is sent to the President who decides whether to hold new elections. The Head of Government is the Prime Minister who is appointed by the President. The Prime Minister usually is the leader of the party with a majority or the biggest party in a majority coalition in the House of Commons. The Prime Minister then appoints a Cabinet to serve as the Government. The Prime Minister leads the Military, but must get the Presidents authorisation before making any orders.

National spirits :

United Force

The 12 states of Rayekka have united combining their economies, military and great minds. This unification greatly motivates its citizens and their trust in the system. Prosperity is at an all time high and the citizens of Rayekka love their country.

State-of-the-art Public Services

The Government invests billions into its welfare, healthcare and education programs. Universal Healthcare, Free University & Extensive Benefits programmes mean even those who are worse off in Rayekka can make the most out of their lives. With free and well funded public transport people more people opt to take buses and trains over cars. Get-to-work incentives means unemployment is at an all-time low and with housing incentives, homelessness is non-existent. All this comes at the disadvantage of very high taxes but Rayekkens do not mind as they believe they get their money's worth of Public Services

State Intervention

The State largely regulates the economy and has nationalised all public services. This means a lack of free market and limited trading, but Rayekkens value from consumer over profit and extensive workers rights.

Paradise

Rayekka prioritises the environment with pro-environment policies. With a ban on all non-renewable energy resources, clean fuel incentives and cycling campaigning, the Rayekkan environment is one of the best in the world and Rayekkans enjoy from the health benefits.

The Peacekeepers

Rayekka does not have a standard Military but rather employs a Peacekeeper force. They're goal is to maintain Peace in the World and conduct humanitarian and aid missions, as well as defend Rayekka from any foreign invaders.
