The Soviet Socialist Republic of Pachadistan is a huge, orderly nation, ruled by Ala'ⱬar Zhenkov with an iron fist, and renowned for its lack of airports, ubiquitous missile silos, and irreverence towards religion. The hard-nosed, cynical population of 977 million Pachads are ruled without fear or favor by a psychotic dictator, who outlaws just about everything and refers to the populace as "my little playthings."

The enormous, corrupt, well-organized government juggles the competing demands of Law & Order, Defense, and Industry. It meets to discuss matters of state in the capital city of Oldfrot. The average income tax rate is 71.6%, and even higher for the wealthy.

The populace harbors a fierce hatred of the metric system, there are no more heroes any more, viewers get headaches from trying to read the screen full of small print warnings that precede most TV shows, and many of the unemployed have had the fight taken out of them. Crime, especially youth-related, is totally unknown, thanks to the all-pervasive police force and progressive social policies in education and welfare.
