Embassy Construction Act 2018
The Novgorod-Pskovian Veche, together with the Knyaz of the realm, hereby permits the creation of Embassies within the city of Novgorod under the following terms:1. The nation requesting an embassy must have 'Average' or above Civil Rights
2. The nation requesting an embassy must have 'Average' or above Political Freedom
3. The nation requesting an embassy must not be regarded by the Veche as 'Enemies of the People' (see 'International Relations')
4. The nation requesting an embassy, by doing so, accepts that this will be viewed as step in bringing itself and Novgorod-Pskov closer
5. The nation requesting an embassy must fill out the form below, and send it in a telegram to Novgorod peterhof
6. The nation requesting an embassy accepts that, by establishing an embassy in Novgorod, it is inviting Novgorod-Pskov to establish an embassy in its own country

After a telegram is received, the Veche and Knyaz will consider the request. A reply telegram will be sent to give notice of the Veche's decision.
If amendments are made to the Act, which include further requests for the telegram, all nations with embassies already present will be requested to send information regarding the amendment
Nations with embassies are permitted to remove them at any time. To do this, please contact Novgorod peterhof
Also, please bear in mind that I am very new to Nationstates, so I am unlikely to end up with this system being perfect first time.
First Amendment
Nations that have not got sufficient civil rights or political freedoms may still apply for non-resident ambassadors to Novgorod-Pskov.
Also, any nation that the Veche has declared to be a friend or ally of Novgorod-Pskov may apply for an embassy, no matter what ranking their Civil Rights or Political Freedoms are. (please refer to 'International Relations')
If a nation declares war on Novgorod-Pskov or one of its allies, if they have an embassy in Novgorod, it will be closed. They must re-apply after the war has ended.
