Devolution

Novgorod-Pskov, being a dual monarchy, has many powers devolved to the Novgorodian and Pskovian governments.
However, the Knyaz still holds the right to force through or repeal any laws passed by the Novgorodian and Pskovian governments.
The Veche itself, being the governing body of the entire union, is on an equal footing with the Knyaz, although the Knyaz wields a lot of power within the Veche.

The Novgorodian Assembly
The Novgorodian Government meets at least once a week in the Novgorod Kremlin. It is traditionally led by the Archbishop of Novgorod; however, at times in Novgorod's history, the Knyaz has placed a senior member of the Assembly as the Prime Minister, on the basis of corruption or similar.

The Pskovian Assembly
The Pskovian Assembly hold more power than the Novgorodian assembly, as it is further removed from Novgorod, and so the Veche have entrusted the Pskovian assembly with matters involving knowledge of the public sympathies, and also allowing Pskov to deal with immediate threats in the West, while the Veche debates the best course of action in the long term. The Prime Minister of Pskov is elected in a Pskov-wide Democratic vote.

The Veche
The most powerful Democratic body in Novgorod-Pskov, the Veche has powers over every aspect of Novgorod-Pskovian politics. However, they created the Assemblies so as to have a more balanced approach towards internal politics. Most external matters are reserved for the Veche and Knyaz. The Veche always decides on matters affecting both Novgorod and Pskov.

The Knyaz
The Knyaz of Novgorod-Pskov is the single most powerful person in the country. Although technically having supreme power over the Veche and Assemblies, this is only enforced in times of war.
The Knyaz can assign or dismiss any member of the Veche, and is the only one capable of over-ruling the Posadnik.
Sometimes, the Knyaz will reserve intelligence and espionage matters for himself, although more commonly will appoint a 'Minister of Intelligence', as is the case at the moment.
