The Wonderfully Perfect Paradise of Gaiaguay is a massive, efficient nation, ruled by Goddess Coco with an iron fist, and renowned for its keen interest in outer space, disturbing lack of elderly people, and stringent health and safety legislation. The hard-nosed, cynical, humorless, devout population of 1.632 billion Gaiaguayians are ruled without fear or favor by a psychotic dictator, who outlaws just about everything and refers to the populace as "my little playthings."

The medium-sized, corrupt, moralistic, socially-minded, well-organized government juggles the competing demands of Defense, Education, and Administration. It meets to discuss matters of state in the capital city of Gaia. The average income tax rate is 79.0%, and even higher for the wealthy.
